POSITION SUMMARY:

The Utilities Operations Manager is accountable for the development and execution of Process Safety Management (PSM) and Risk Management Plan (RMP) initiatives for our ammonia facility. This role also involves establishing and enforcing regulatory standards and best practices for our boiler operations. The manager will lead the PSM/RMP and boiler teams, guiding the plant in formulating, implementing, and maintaining tailored policies, procedures, programs, and training to ensure compliance with health, safety, and environmental regulations.

PRIMARY RESPONSIBILITIES:

  • Implement corporate strategies and systems that ensure uniformity while aligning procedures with state and federal regulations.
  • Maintain an in-depth understanding of PSM (14 elements), RMP, and relevant state and federal regulations applicable to ammonia and boiler operations.
  • Conduct regular audits and inspections of plant activities related to PSM/RMP operations and boiler safety management.
  • Coordinate and engage in local PSM and RMP program initiatives.
  • Oversee training on operational procedures, including annual reviews and initial/refresher courses, while assisting in the creation and updating of these procedures.
  • Adhere to all safety protocols for utilities operations and equipment maintenance, correcting unsafe practices as necessary.
  • Foster a culture of safety and drive enhancements in PSM/RMP and Boiler programs.
  • Support and lead efforts during OSHA and EPA audits related to PSM/RMP and Boiler programs, as well as other regulatory assessments.
  • Compile and report data for the company's process safety key performance indicators.
  • Guide Corporate HSE Senior Manager, engineering, and maintenance contractors on refrigeration and boiler projects and modifications.
  • Identify and prioritize site programs to address regulatory compliance, risk analysis recommendations, corporate policies, and audit findings.

EXPERIENCE AND KNOWLEDGE:

  • Preferred: Third Grade Boilers License
  • Minimum of two years of experience in industrial ammonia refrigeration
  • Ability to interpret electrical diagrams, blueprints, P&ID's, and technical manuals
  • HVAC experience is advantageous.
  • Capacity to work in various environmental conditions for extended periods.
  • Experience with pneumatics, hydraulics, electrical systems, and PLC control systems.
  • Understanding of preventative maintenance programs and financial implications in maintenance.
  • Experience in food and beverage manufacturing, with knowledge of GMP and food safety practices.
  • Willingness to work overtime, irregular hours, and rotating shifts as required.

  • Flexibility in scheduling for on-call coverage.
  • Excellent verbal and written communication skills.
  • Regular and punctual attendance is essential during scheduled working hours.
  • Familiarity with SAP is preferred.
  • Experience in timekeeping is preferred.
  • Additional duties as assigned by the Maintenance Engineering Manager.

WORKING ENVIRONMENT:

  • Frequent walking and occasional sitting.
  • Occasional administrative tasks and repetitive hand movements.
  • Frequent bending and occasional twisting, kneeling, and squatting.
  • Ability to lift and carry up to 20 pounds regularly and up to 50 pounds occasionally.
  • Frequent need to push/pull up to 30 pounds.
  • Work hours may vary based on production requirements.
  • Exposure to loud noises on the production floor.
