POSITION SUMMARY:
The Utilities Operations Manager is tasked with the development and execution of Process Safety Management (PSM) and Risk Management Plan (RMP) initiatives for our ammonia facility. This role also involves establishing and maintaining regulatory compliance programs and best practices for our boiler operations. The supervisor will lead the PSM/RMP and boiler teams, guiding the plant in formulating, implementing, and sustaining policies, procedures, and training to ensure adherence to health, safety, and environmental regulations.
PRIMARY RESPONSIBILITIES:
- Execute corporate programs that promote consistency while ensuring alignment with state and federal regulations.
- Maintain a thorough understanding of PSM (14 elements), RMP, and relevant state and federal regulations for ammonia and boiler operations.
- Conduct regular audits and inspections to assess plant performance in relation to PSM/RMP operations and boiler safety management.
- Coordinate and engage in local PSM and RMP program activities.
- Oversee training on operational procedures, including annual reviews and initial/refresher courses, while assisting in the creation and updating of these procedures.
- Ensure compliance with safety protocols for utilities operations and equipment maintenance, providing training and corrective measures as necessary.
- Foster a culture of safety and drive enhancements in PSM/RMP and Boiler programs.
- Support and lead OSHA and EPA audits related to PSM/RMP and Boiler programs, as well as other regulatory assessments.
- Compile and report on key performance indicators related to process safety.
- Provide guidance to corporate HSE senior management, engineering, and maintenance contractors on refrigeration and boiler projects.
- Identify and prioritize site programs to address regulatory compliance, risk assessments, corporate policies, and audit findings.
EXPERIENCE AND KNOWLEDGE:
- Preferred: Third Grade Boilers License
- Minimum of two years of experience in industrial ammonia refrigeration
- Ability to interpret electrical diagrams, blueprints, P&IDs, and technical manuals
- HVAC experience is a plus
- Capability to work in various environmental conditions including extreme temperatures and limited mobility areas
- Experience with pneumatics, hydraulics, electrical systems, and PLC control systems
- Familiarity with preventative maintenance programs and financial aspects of maintenance
- Experience in food and beverage manufacturing with knowledge of GMP and food safety standards
- Willingness to work overtime, irregular hours, and rotating shifts as required

WORKING ENVIRONMENT:
