Job Overview

Position: Program Manager, Operational Technology (OT) Network

Division: Operations

Department: SCADA Maintenance and Engineering

Union/Grade: Unit 9/Grade 29

Core Responsibilities:

As the Program Manager for Operational Technology (OT) Network, your primary role will involve the development, configuration, implementation, and support of systems utilized by the SCADA team.

Reporting Structure:

You will operate under the general oversight of the Senior Program Manager, SCADA East Engineering.

Team Leadership:

Your responsibilities will include supervising SCADA Monitoring & Control Engineers, Project Managers, and Project Engineers.

Key Duties:

  • Serve as a liaison to contracted vendors for designated OT network products and evaluate maintenance agreements.
  • Maintain expertise in OT cybersecurity frameworks as defined by ISA, CIS, and NIST.
  • Oversee OT network devices including routers, switches, and firewalls. Review security protocols, analyze system logs for potential threats, and recommend strategies to reduce security vulnerabilities.
  • Collaborate with the Director of Security and staff on IT and SCADA security matters.
  • Develop and execute processes for system integration and migration. Test and deploy system updates and patches to ensure the security of OT network hardware.
  • Advise Senior Program Managers on assessing and recommending technical solutions and software.
  • Document operational procedures to meet standards and contribute to the creation and revision of SCADA standards.
  • Plan and direct the implementation of solutions for OT/SCADA networking, including LAN, WAN, and radio communication.
  • Schedule upgrades and implement solutions to enhance OT network performance.
  • Create and maintain comprehensive network diagrams.
  • Establish and configure the switching and routing environment for the SCADA department OT Network.
  • Troubleshoot issues with network hardware and software, and suggest tools for evaluating network performance.
  • Provide status updates and alerts regarding network connection paths.
  • Support and maintain backup solutions for assigned systems.

  • Perform related duties as necessary.

Qualifications:

Education and Experience:

  • A Bachelor's degree in computer science, electrical engineering, or a related field.
  • A minimum of seven (7) years of experience in implementing and maintaining a large-scale enterprise network environment is required; experience with OT/SCADA networks is preferred, or
  • Any equivalent combination of education and experience.

Essential Knowledge, Skills, and Abilities:

  • Technical expertise and experience with network devices, operating systems, routing protocols, and hardware products.
  • Proficiency in Virus Protection products and management solutions, Patch management solutions, and Network Management products.
  • Experience with Ethernet/IP, CIP, Modbus, OPC, and Cisco IOS is preferred.
  • Ability to diagnose and interpret issues on network devices.
  • Strong technical project management, interpersonal, written, and verbal communication skills.

Special Requirements:

A valid Massachusetts Class D Operator's License.

Preferred certifications include GIAC, Network, MCSE, and CISCO product certifications.

Participation in on-call rotation and emergency response tasks is required.

Tools and Equipment:

Utilization of various network and peripheral devices, mini-computer consoles, tape and disk storage systems, and office equipment.

Physical Requirements:

The role requires the ability to operate objects, reach with hands and arms, sit, talk, hear, walk, stand, climb, balance, stoop, kneel, crouch, or crawl, taste, and smell. The employee must be capable of lifting and moving objects up to 50 pounds and possess specific vision abilities.

Work Environment:

The employee will work in a computer center and various field settings, near moving mechanical parts, and may be exposed to risks associated with vibration and electromagnetic radiation. The noise level in the work environment is moderately loud.
