POSITION SUMMARY:

This role is responsible for overseeing the inspection, repair, budgeting, prioritization, scheduling, and maintenance of water and wastewater metering systems.

REPORTING STRUCTURE:

The incumbent will report directly to the Manager of Metering & Monitoring.

SUPERVISORY RESPONSIBILITIES:

This position entails close supervision of meter maintenance personnel and vendor staff as necessary.

KEY RESPONSIBILITIES:

  • Directs the maintenance, repair, upgrades, and condition evaluations of permanent flow meters and associated communication hardware.
  • Collaborates with Meter Data Program personnel to identify issues and initiate corrective action work orders. Schedules and monitors all preventive maintenance tasks.
  • Oversees the operation of a testing facility for diagnosing equipment issues and verifying equipment status.
  • Supervises meter maintenance staff, tracks crew performance, and conducts field audits.
  • Coordinates with other managers and supervisors to ensure efficient operations of assigned teams.
  • Monitors ongoing work and backlog to optimize task completion.
  • Manages all facets of assigned maintenance programs, emphasizing preventive maintenance initiatives.
  • Prepares and oversees contracts and purchase orders for maintenance equipment and services.
  • Develops and manages the Current Expense Budget (CEB) for relevant areas, including project work and training, while monitoring budget performance.
  • Implements staffing adjustments, establishes work policies, and oversees training programs.
  • Maintains inventory of metering equipment and manages the receipt and return of equipment for repairs.
  • Evaluates employee performance in accordance with established procedures.
  • Recommends upgrades to metering equipment to ensure optimal functionality.
  • Supports the organization's Safety Policy by participating in relevant activities.
  • Schedules shifts and may work overtime as required.
  • Available for emergency response as needed.
  • Provides training to assigned personnel.
  • Operates vehicles to transport materials and equipment as necessary.
  • Performs additional duties as assigned.

QUALIFICATIONS:

Education and Experience:

  • Bachelor's degree in civil, mechanical, electrical/electronic, or environmental engineering or a related field.
  • At least seven years of relevant experience in operations and maintenance engineering, particularly in water or wastewater metering systems.
  • A minimum of three years in a supervisory role or managing large projects.
  • Equivalent combinations of education and experience will be considered.

SKILLS AND ABILITIES:

  • In-depth knowledge of water or wastewater metering technologies and related software.
  • Ability to effectively plan, organize, direct, and train maintenance staff while fostering positive working relationships.
  • Proficient in Microsoft Office Suite and engineering software applications.
  • Extensive experience with computerized maintenance management systems.
  • Strong oral and written communication skills.

SPECIAL REQUIREMENTS:

A valid Massachusetts Class D Motor Vehicle Operator's License is required. Preferred qualifications include a Massachusetts Grade 4 wastewater operator's license or a Massachusetts Grade 2D Drinking Water Operator Distribution license.

Participation in an on-call rotation may be required, along with availability for emergency response.

Standard office equipment including telephones and personal computers.

PHYSICAL DEMANDS:

WORK ENVIRONMENT:
