This role focuses on overseeing project management and the maintenance of the City of Durham's Public Works infrastructure, which encompasses streets, sidewalks, and stormwater systems.

You will manage multiple, intricate, and high-visibility projects related to the City's infrastructure. Your responsibilities will include overseeing all project phases, which may involve inspections, prioritization, construction, and project close-out, while serving as a designated subject matter expert.

The ideal candidate will possess strong decision-making abilities, contributing to management objectives, setting work goals, and determining methods to resolve issues within the framework established by management directives.


You will be responsible for supervising general contractors, inspectors, and other consultants; ensuring projects meet their deliverables and specifications; conducting on-site inspections; re-evaluating repair priorities as necessary; and maintaining comprehensive project records, including documentation of issues, risks, scope, and budget changes along with their impacts on schedules. Collaboration with the City Attorney's office to draft high-value contracts in compliance with procurement laws and regulations will also be part of your duties, as will creating, managing, and tracking schedules and budgets; reviewing project documents and construction activities to identify potential constructability issues; managing risk factors; reporting unresolved issues to management; preparing reports and agenda items for City Council; making presentations; approving payment requests; and participating in project planning and budgeting.

You will design and oversee repairs to the City of Durham's Public Works infrastructure; prepare project charters, develop project timelines, conduct bid openings, formulate requests for proposals, negotiate contracts, lead project meetings, supervise contractors, and ensure compliance with contract specifications and relevant laws, policies, and procedures.

Additionally, you will perform quality assurance and project monitoring tasks; conduct on-site inspections; create, manage, and track project schedules and performance metrics; select and approve materials; identify and manage risks and other project-related issues; and communicate unresolved issues to upper management.

You will develop project budgets, which includes creating budget summaries, monitoring expenditures, reviewing and approving payment requests, processing change orders, reviewing and processing invoices and purchase orders, resolving discrepancies, and making budget-related recommendations to project stakeholders.

Your work may also involve managing project grants.

Furthermore, you will prepare and/or review project contracts, plans, specifications, manuals, progress reports, requests for proposals, bid documents, change orders, and other documentation; maintain records; and prepare agenda items for and deliver presentations to both internal and external stakeholders.

Collaboration with design and other consultants, general and specialized contractors, architects, City Attorney staff, and other City departments, as well as external agencies, will be essential. You will develop and present information to the City Council as assigned; oversee project operations; resolve issues and mitigate project risks; negotiate contracts; and provide both technical and general information.

You will also perform quality assurance duties, including tracking and monitoring project performance metrics.
Conduct field inspections and monitor operations to ensure adherence to safety and other applicable regulations, policies, and procedures.
A Bachelor's degree in Engineering, Building Construction, Construction Management, Architecture, Design, or a related field is required.
Five years of experience in construction project management is essential.

A valid North Carolina Class C Driver's License with a satisfactory driving record is required within a timeframe established by the City.

Five years of experience managing municipal or public capital improvement projects is necessary.
Experience in managing complex projects and projects related to street and sidewalk repairs is required.
Demonstrated understanding of local government administration, finance, and procurement is essential.
Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and Adobe software is required.
Certification in project management, process improvement, or organizational skills, or equivalent qualifications, is preferred.
