Position Overview:

The Department of Social and Health Services (DSHS), specifically within the Economic Services Administration (ESA), is seeking a highly skilled Case Planning Support Specialist. This role is pivotal in delivering expert eligibility services and professional case planning for individuals pursuing specialized program services through the Community Services Division.

Key Responsibilities:
  • Facilitate orientation sessions for Community Services Division programs.
  • Assess client eligibility and suitability for various public assistance programs, including Diversion Cash Assistance, while managing complex financial eligibility tasks.
  • Screen and refer clients for additional services such as domestic violence support, substance abuse treatment, mental health services, and employment training.
  • Develop, update, and monitor individualized case plans.
  • Identify and analyze client situations, referring them to community resources to eliminate barriers and promote employment.
  • Evaluate the necessity for and refer clients to appropriate support services.
  • Analyze and verify intricate legal documents and other necessary documentation to determine suitable programs and services for clients.
  • Maintain a high level of proficiency in public assistance programs administered by the Community Services Division.
  • Interpret both oral and written information to ensure accurate benefits determination and ongoing program eligibility.
Qualifications:
  • Extensive knowledge of the Washington Administrative Code (WAC) and procedural guidelines necessary for determining eligibility across all CSD-administered programs.
  • Proficient in utilizing all computer systems employed by the Community Services Division, with a focus on data accuracy for decision-making.
  • Ability to interact respectfully and responsively with DSHS staff and the public.
  • Capacity to independently manage multiple financial cases or projects within established timelines.
  • Demonstrated ability to remain composed under pressure and effectively handle job-related stress.
  • Experience working in a fast-paced environment, demonstrating flexibility in managing multiple assignments while meeting performance standards.
Ideal Candidates:
Individuals with:

A Bachelor's or Master's degree and a minimum of 12 months of experience as a Public Benefits Specialist 3;
OR
A Bachelor's degree or higher with at least twelve months of experience as a Public Benefits Specialist 2 focusing on eligibility determination.

Equivalent Experience: Experience in examining or processing loan applications, medical insurance claims, unemployment insurance claims, or roles involving financial eligibility determination may substitute for education on a year-for-year basis;
AND
Successful completion of the agency's Public Benefits Specialist Training Program.
