Job Summary

The City of Chesapeake is seeking a highly skilled Benefits Program Supervisor to oversee the operations of our benefits programs. This is a critical role that requires strong leadership and management skills, as well as a deep understanding of benefits administration.

Key Responsibilities
  • Supervise a team of benefits program staff, including interviewing, assigning responsibilities, and conducting performance evaluations.
  • Develop and implement policies and procedures to ensure compliance with local, state, and federal regulations.
  • Provide training and guidance to staff on benefits programs and policies.
  • Review and analyze data to ensure accuracy and completeness of files, accuracy of payment, and compliance with regulations.
  • Interact with customers to provide information, resolve complaints, and assist with resolution of difficult cases.
  • Participate in policy development and revision by evaluating program effectiveness and recommending changes to management.
  • Serve as liaison between clients, workers, administration, and other government and private agencies.
  • Maintain accurate records and process daily paperwork, including reports, requisitions, and personnel information.
  • Attend or conduct staff, task force, and other professional meetings to exchange information and attend training classes to make presentations and/or monitor sessions.
Requirements
  • Bachelor's degree in accounting, sociology, psychology, or a closely related field.
  • Minimum of four years of related, full-time equivalent experience.
  • Certification in Phase Policy Training for TANF, Medicaid, and Food Stamps.
  • Ability to work hours in excess of normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Preferred Qualifications
  • Extensive knowledge of the Families and Children Medicaid, Aged Blind and Disabled Medicaid (ABD) and SNAP programs.
  • Minimum of two years of recent experience in Virginia working with VaCMS.
  • Five to seven years of current Virginia Benefit Programs supervision.
  • Two years of experience with VaCMS and direct customer service experience.
  • Experience using the Rushmore Monitoring system, experience monitoring SNAP Apptrack, and experience with the TANF program.
