Position Overview: This role requires candidates to apply through the designated link to be considered for the position. As a supervisory role within the occupational group, the individual will oversee Specialists responsible for assessing eligibility for government assistance programs, along with various other personnel. The Supervisor will be tasked with training, guiding, and developing team members while ensuring effective case management services. This position is differentiated from the Benefit Programs Manager, who has broader responsibilities including supervising other supervisors and managing overall program performance. Key Responsibilities:
  • Provide administrative and programmatic oversight to team members;
  • Review and assess case management plans, ensuring quality assurance in service delivery;
  • Develop comprehensive guidelines for case management services and allocate caseloads to staff;
  • Coordinate and monitor staff activities;
  • Conduct individual and group meetings to discuss cases and address challenges;
  • Evaluate case records and staff performance, recommending necessary actions;
  • Suggest hiring, disciplinary measures, transfers, promotions, and terminations in accordance with relevant regulations and policies;
  • Advocate for staff needs to the senior management team;
  • Formulate and implement internal policies and procedures;
  • Interpret changes in regulations and policies to staff, providing training for new employees on agency policies and procedures;
  • Assess staffing requirements and make recommendations to management;
  • Maintain accurate records and prepare regular and special reports;
  • Engage in the development and implementation of agency administrative policies;
  • Make decisions on complex cases or escalate them for higher-level review;
  • Authorize emergency assistance for applicants and recipients;
  • Act as a liaison with other agencies and organizations;
  • Monitor program expenditures;
  • Collaborate with community groups to discuss programs and resources, fostering cooperative relationships with public and private entities;
  • Assign caseloads to team members;
  • May represent the Director of Social Services as needed.
Required Knowledge, Skills, and Abilities:

Candidates should possess considerable knowledge of current social, economic, and health issues; effective supervision principles; public assistance programs, policies, and regulations; eligibility determination literature; casework supervision principles; and effective interviewing techniques. A working knowledge of computer systems and standard office software, including the state Department of Social Services human services systems, is essential.

Skills:

Proficiency in operating personal computers and associated office and agency software is required.

Abilities:

Candidates must demonstrate the ability to work collaboratively with others, independently supervise and train staff, effectively manage work, communicate clearly both orally and in writing, interpret laws and policies, plan and oversee work activities, develop and maintain positive relationships with customers, and evaluate financial assistance programs.

Education and Experience:

A combination of education and experience equivalent to a bachelor's degree in accounting, sociology, psychology, or a closely related field is required.

Minimum Qualifications:

This position necessitates a minimum of four years of relevant, full-time equivalent experience.

Preferred Qualifications:
  • Extensive knowledge of Families and Children Medicaid, Aged Blind and Disabled Medicaid (ABD), and SNAP programs.
  • At least two years of recent experience in Virginia working with VaCMS.
  • Five to seven years of current supervisory experience in Virginia Benefit Programs.
  • Two years of experience with VaCMS and direct customer service.
  • Familiarity with the Rushmore Monitoring system, SNAP Apptrack monitoring, and the TANF program.
Special Requirements:

Employees may be required to work beyond their normal hours in response to urgent departmental needs or city-wide emergencies. Duties may extend to emergency operations support and may occur outside of regular job responsibilities.
