About the Role

We are seeking an experienced Director of Business Development and Capture to lead efforts in new business and capture within the Department of Homeland Security. As a key member of our team, you will use your enthusiasm for business development and analytics acumen to fuel the growth of our company.

Key Responsibilities
  • Proactively Identify New Business Opportunities: Utilize existing relationships and customers to generate qualified leads within the Department of Homeland Security.
  • Market Research and Analysis: Perform market research using tools such as SAM, FPDS, GovWin, Customer Forecasts, and other sources to qualify new business opportunities.
  • Stakeholder Identification and Relationship Building: Identify key stakeholders, influencers, and decision-makers within target customers and develop call plans to build relationships and identify pain points.
  • Business Development and Capture Efforts: Lead business development and capture efforts, including opportunity gate reviews, discriminators, and key win themes, black hat sessions, and price-to-win efforts.
  • Opportunity Pipeline Management: Build and maintain the opportunity pipeline through all phases from identification, qualification, and capture pursuit of strategic business opportunities.
  • Business Planning and Pipeline Reviews: Participate in business planning activities, including periodic pipeline reviews, opportunity gate reviews, black hat sessions, and proposal reviews.
  • Capture Strategy Development: Develop and execute a capture strategy for new business opportunities, including identifying and maintaining strong relationships with potential customers, partners, and competitors.
  • Team Leadership and Collaboration: Lead, plan, and participate in capture activities, including competitive intelligence gathering and assessments, gap analysis, teaming strategies development, and terms & agreements negotiation in collaboration with internal teams.
Requirements
  • Experience and Qualifications: Bachelor's Degree and 7+ years of experience leading/supporting relevant capture efforts, with a focus in federal IT related markets within the Department of Homeland Security.
  • Track Record of Success: Demonstrated track record of successfully capturing and winning new business valued at $25M+.
  • Contract Type Experience: Experienced with a multitude of Capture contract types, including Firm Fixed Price (FFP), Performance-based, Cost Plus (CP), and Time & Materials (T&M).
  • Price-to-Win Methodologies: Experienced in price-to-win methodologies and strategies.
  • Leadership and Communication Skills: Proven ability to derive strategic solutions and compelling stories that will score well against vaguely defined requirements, with excellent interpersonal, oral, written, and presentation communication skills.
