The ideal candidate will utilize ICF's profound understanding of client missions and objectives, particularly in the realm of Digital Modernization Services. The candidate should possess a comprehensive grasp of the complexities and nuances of the entire capture lifecycle and demonstrate a history of identifying and executing successful capture strategies with federal agencies.

Key Responsibilities: Developing capture strategies, crafting solutions, positioning against competitors, strategic pricing, planning customer engagement, and other activities leading to the acquisition of major programs. This role will encompass oversight of client interactions and positioning, collaboration with teaming partners, and coordination with other internal business development team members. The position will facilitate growth by expanding capabilities into Cloud Native application development, PaaS, and Business Process Modernization.

The candidate should possess a robust understanding of Federal Acquisition Regulations (FAR) and effective RFP shaping.

Required Qualifications and Experience:
  • 8+ years of experience in capture-related roles.
  • Proven track record of successfully securing new business and/or prime RFPs exceeding $100M.
  • Demonstrated success in leading prime, competitive single award task order/new contract wins exceeding $50M.
  • Experience with complex federal acquisitions managed by GSA FEDSIM.
  • Experience implementing Shipley-based capture processes within a large system integrator.
  • 5+ years of experience across the complete capture lifecycle, including a deep understanding of pricing strategies.
  • 3+ years of experience in pivot selling to expand capabilities into Cloud Native application development, PaaS, and Business Process Modernization.
  • Proven ability to lead and execute disciplined capture efforts for large and complex IT Modernization projects.
  • Ability to manage the Capture Process from opportunity positioning and qualification through proposal development and closing.
  • Demonstrated experience working with the FAR.
  • Capability to obtain a public trust clearance.
Preferred Qualifications and Experience:
  • Bachelor's degree.
  • Experience supporting Federal Civilian agency contracts and achieving success across various federal government domains.
Professional Skills and Qualifications:
  • Excellent verbal communication skills with prior experience presenting to executives.
  • Strong analytical, problem-solving, and decision-making abilities.
  • High ethical standards, including the safeguarding of proprietary and confidential information. Proficiency in MS Office Applications and CRM tools (Word, PowerPoint, Outlook, Excel, TEAMS, and Microsoft Dynamics).
