About this Position

The Police Department is in search of qualified candidates for the role of Parking Regulation Officer. This department comprises a dedicated team focused on ensuring public safety.

The Parking Regulation Officer plays a vital role in supporting both colleagues and the community by:
  • Efficiently executing parking regulation duties in a timely manner.
  • Utilizing mobile speed monitoring devices, gathering, and analyzing data to pinpoint problematic areas.
  • Applying geographical knowledge of the city and traffic patterns to devise effective enforcement routes.
  • Working outdoors and safely operating a municipal vehicle under various weather and traffic conditions.
The ideal candidate is a meticulous team player capable of managing multiple tasks with patience and adaptability. Familiarity with police department operations and procedures is advantageous but not mandatory. Proficiency in Microsoft Office and the ability to quickly learn new systems and applications are preferred. The successful applicant will demonstrate efficiency, even in high-pressure situations, while consistently providing professional customer service.

Key Responsibilities
  • Engaging with local businesses, community groups, and other personnel to strategize enforcement plans and daily routes.
  • Monitoring business and residential zones on foot or in a city vehicle to identify illegally parked vehicles.
  • Safely operating a vehicle to fulfill assigned duties.
  • Marking vehicles in timed parking zones and returning at designated intervals to issue citations as necessary; enforcing additional parking regulations such as those for carpool areas, no-parking zones, and disabled parking.
  • Representing the department in court for mitigation and contested hearings, providing accurate testimony.
  • Conducting related reporting, filing, and record-keeping tasks as directed, including maintaining daily logs and possibly entering data into computer systems.
  • Coordinating the impoundment of improperly parked or abandoned vehicles.
  • Addressing parking-related complaints.
  • Directing traffic as required.
  • Assisting in the management of city parking initiatives.
  • Maintaining various fixed radar systems and managing corresponding data.
  • Providing support for traffic control as necessary.
  • Performing backup duties for other department staff, including assisting with financial deposits and collaborating with citizens, schools, and businesses on parking issues.
  • Ensuring consistent and regular attendance.
  • Other duties as assigned.
Qualifications

High school graduation or equivalent and two years of experience in public-facing roles; or any combination of experience, education, and training that would provide the necessary knowledge and skills.

Knowledge of:
  • Parking enforcement regulations and laws.
  • City organization, operations, policies, and procedures.
Ability to:
  • Effectively perform parking enforcement duties in a timely manner.
  • Utilize geographical knowledge of the city and traffic patterns to create effective enforcement routes.
  • Safely operate a city vehicle in diverse weather and traffic conditions.
  • Work outdoors for extended periods in varying weather conditions.
  • Produce clear handwritten documents.
  • Read, comprehend, and execute oral and written instructions and regulations, and engage in daily problem-solving.
  • Support and exemplify the identified vision, values, and behaviors of the organization.
  • Establish and maintain effective working relationships.
  • Exercise initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer using various standard and specialized software.
  • Communicate effectively in both oral and written forms.
License and Certification Requirements
  • A valid Washington State driver's license is required.
  • Successful completion of a pre-employment background check is required.
  • Current Washington State Flagger Certification upon hire, or within 12 months of hire, is required.
Working Conditions
This position is not eligible for a hybrid work schedule. The typical work schedule may include all days of the week and variable hours based on the needs of parking enforcement. Work is performed both indoors and outdoors. The employee in this role may encounter hazards such as uneven walking surfaces, dust, pollen, insect stings, vehicle traffic, and adverse weather conditions. The Parking Regulation Officer must be prepared to handle potentially stressful situations with the public regarding parking laws and enforcement actions.

Physical Requirements
Continuous repetitive arm/hand movement is essential for this role. The incumbent must be able to discern voice conversations, possess the physical ability to perform essential job functions, and have hand-eye coordination sufficient for operating computers and other office equipment. The individual must be capable of producing legible handwritten documents and may need to push, pull, lift, and carry up to 30 pounds. The employee must be able to stand or walk for extended periods and sit for prolonged durations. The ability to hear alarms and audibly identify potential dangers is necessary. Accurate vision, including good color and depth perception, is essential. Corrective lenses may be utilized.
