Background

The Department of Veterans Affairs (VA), Office of Human Resources and Administration/Operations, Security, and Preparedness (HRA/OSP), Human Capital Services Center (HCSC), is dedicated to delivering exceptional human capital solutions across the VA network. Our services encompass learning management, employee accountability, internships, and educational content for over 600,000 VA personnel, contractors, volunteers, and academic affiliates. HCSC's offerings aim to reduce expenses, enhance operational efficiency, and free up time for VA employees to concentrate on providing superior care to our Veterans.

640 Acres is tasked with supporting the HCSC Talent Development Services (TDS) in the ongoing maintenance and enhancement of its Talent Management System (TMS 2.0). This involves a range of activities to ensure the system's effective operation, including regular updates and identifying solutions to address capability gaps. Key activities encompass planning, change management, requirements management, solution configuration, testing, and learning management. The primary objectives of this initiative include:

  • Creating comprehensive plans to guide the successful sustainment of TMS 2.0 operations;
  • Defining and implementing a change management strategy that actively involves the VA workforce in transition efforts related to TMS 2.0 upgrades and new capabilities;
  • Developing a robust testing strategy and associated test scripts for effective solution evaluation;
  • Conducting thorough solution testing and documenting post-test findings;
  • Performing solution configuration testing and maintaining documentation to support optimal TMS 2.0 usage;
  • Ensuring effective requirements management throughout the project lifecycle;
  • Establishing and maintaining a comprehensive toolkit of procedures, guides, and artifacts to assist the VA team in deploying TMS 2.0 upgrades;
  • Providing support to VA stakeholders and TMS 2.0 solution administrators.

Key Responsibilities

640 Acres is seeking a Business Analyst who can:

  • Gather and analyze business requirements, model process flows, and design use cases;
  • Utilize various software tools for managing healthcare contracts;
  • Translate complex technical concepts and data into clear, written narratives;
  • Assist in crafting comprehensive contract requirement packages that include program specifications, options, funding, delivery timelines, quality assurance, environmental considerations, and reporting obligations;
  • Review contract documentation to ensure adherence to applicable VA and federal standards;
  • Maintain and update guidebooks, standard operating procedures, and reference materials;
  • Provide analytical support, validation, research, planning, and design for various projects.

Qualifications

Essential Skills/Qualifications

  • Formal Education: Bachelor's degree in business or a related technical discipline;
  • Professional Experience: Minimum of five (5) years in a relevant professional role;
  • Professional Certifications: Not applicable;
  • Security Clearance: Must possess or be eligible for a Public Trust (NACI);
  • U.S. Citizenship is required for this opportunity.

Preferred Skills/Qualifications

  • Familiarity with federal and/or VA acquisition policies, guidelines, and regulations;
  • Understanding of government contracting, procurement, and acquisition processes;
  • Operational knowledge of the VA Talent Management System (TMS 2.0);
  • Experience working with federal government clients (prior VA experience is a plus);
  • Military experience is preferred.
