Overview:

Valiant Integrated Services is in search of an experienced IDIQ Program Manager to oversee the Department of State's GLOBALCAP initiative. The Program Manager will be tasked with the comprehensive management and execution of the contract, serving as the principal liaison to government stakeholders.

Key Responsibilities:

  • Oversee and coordinate various functional areas such as Human Resources, Finance, Procurement, and Logistics to ensure seamless contract execution.
  • Lead the strategic planning, budgeting, personnel management, and operational functions related to the contract.
  • Act as the primary point of contact for the GLOBALCAP management team, addressing urgent task order responses.
  • Develop and manage cost models and logistical requirements for operations.
  • Supervise daily activities of subcontractors to guarantee compliance with contract specifications and quality standards.
  • Ensure accurate processing of vendor invoices and related documentation to support timely submissions.
  • Engage in program reviews to identify opportunities for continuous improvement and enhanced service delivery.
  • Establish and uphold work standards, reviewing discrepancies and preparing necessary reports for leadership and stakeholders.
  • Monitor performance metrics to provide insightful program data to executives and stakeholders.
  • Ensure adherence to contract requirements by identifying and addressing compliance gaps.
  • Develop and implement Standard Operating Procedures for program activities and responsibilities.

Qualifications:

  • A master's degree with a minimum of five years of relevant experience managing large-scale programs, or a bachelor's degree with at least ten years of experience managing multiple programs valued at $15 million.
  • Proven experience in managing extensive programs with international components.
  • Willingness to travel to challenging locations as required.
  • Fluency in English, both spoken and written, with proficiency in Microsoft Office Suite.
  • Strong understanding of business accounting and budgeting principles.
  • Experience working effectively with diverse teams and sensitivity to cultural differences.
  • Ability to exercise independent judgment and make informed decisions.
  • Capacity to manage multiple tasks in a dynamic environment.

Desired Qualifications:

  • Military experience at the O-4 level or higher.
  • Experience with the Department of State's Bureau of African Affairs or Bureau of Political-Military Affairs.
  • Ability to obtain necessary security clearance as required.
