Overview:

Valiant Integrated Services is seeking an experienced IDIQ Program Manager to oversee the Department of State's GLOBALCAP initiative. The Program Manager will be responsible for the comprehensive management and execution of the contract, serving as the primary liaison with government stakeholders.

Key Responsibilities:

  • Lead and coordinate efforts across various functional areas, including Human Resources, Finance, Procurement, and Logistics, to ensure effective contract execution.
  • Strategically plan and manage all operational functions related to the contract, encompassing budgeting, personnel management, procurement, and customer engagement.
  • Act as the main point of contact for the GLOBALCAP management team, addressing urgent task order responses.
  • Develop and manage cost models and logistical requirements for in-country operations.
  • Oversee the daily performance of subcontractors, ensuring compliance with contract specifications and quality standards.
  • Ensure accurate vendor invoicing and timely submission of documentation to support financial accuracy.
  • Participate in program evaluations to identify opportunities for process improvements and enhance service delivery.
  • Establish and enforce work standards, review discrepancies, and prepare reports for both Valiant leadership and government clients.
  • Monitor performance metrics to provide valuable insights to executives and stakeholders.
  • Ensure adherence to contract requirements by identifying gaps and implementing corrective measures.
  • Develop and enforce Standard Operating Procedures for program activities and responsibilities.

Qualifications:

  • A master's degree with a minimum of five years of relevant experience managing multi-million-dollar programs, or a bachelor's degree with at least ten years of experience in managing multiple programs valued at $15 million.
  • Proven experience in managing large-scale programs with significant international components.
  • Willingness to travel to challenging locations and experience working abroad.
  • Fluency in English, both written and spoken, with proficiency in Microsoft Office Suite.
  • Strong understanding of business accounting and budgeting principles.
  • Experience collaborating with international teams and sensitivity to diverse cultures.
  • Ability to exercise independent judgment and make informed decisions.
  • Capability to manage multiple tasks in a dynamic environment.

Preferred Qualifications:

  • Military experience at the O-4 level or higher.
  • Experience with the Department of State's Bureau of African Affairs or Bureau of Political-Military Affairs.
  • Eligibility to obtain necessary security clearance as required by the program.
