Overview:

Valiant Integrated Services is in search of an experienced IDIQ Program Manager to oversee the Department of State's GLOBALCAP initiative. The Program Manager will be accountable for the comprehensive management and execution of the contract, serving as the primary liaison with the Government.

Key Responsibilities:

  • Oversee and coordinate with various functional departments, including Human Resources, Finance, Procurement, Logistics, and Subcontracts, to ensure effective contract execution.
  • Lead the strategic planning, budgeting, personnel management, procurement, and logistics associated with the contract.
  • Act as the main point of contact for the GLOBALCAP management team, addressing urgent task order responses.
  • Develop financial models and logistics plans tailored to in-country operations.
  • Supervise daily activities of subcontractors to guarantee adherence to quality standards and compliance with contractual obligations.
  • Ensure accurate processing of vendor invoices and related documentation to support timely submissions to the customer.
  • Engage in program evaluations to identify opportunities for continuous improvement and enhanced service delivery.
  • Establish and uphold work standards, review discrepancies, and prepare necessary reports for both Valiant leadership and the customer.
  • Implement performance metrics to facilitate effective monitoring and provide insightful program data to executives and stakeholders.
  • Ensure compliance with contract requirements by identifying gaps and instituting corrective measures.
  • Develop and enforce Standard Operating Procedures related to program activities and responsibilities.

Qualifications:

  • A master's degree with a minimum of five years of relevant experience managing a multi-million-dollar program, or a bachelor's degree with at least ten years of experience managing multiple concurrent programs valued at $15 million across diverse locations.
  • Proven experience in managing large-scale programs with significant international dimensions.
  • Previous experience living and working abroad, with a willingness to travel to challenging locations as needed.
  • Fluency in English, both spoken and written, along with proficiency in Microsoft Office Suite.
  • Solid understanding of business accounting and budgeting principles.
  • Experience collaborating with international and headquarters staff, demonstrating cultural sensitivity.
  • Ability to exercise sound judgment and make independent decisions.
  • Capability to manage multiple tasks and administrative details in a dynamic environment.

Desired Qualifications:

  • Military experience at the O-4 level or higher.
  • Experience with the Department of State's Bureau of African Affairs or Bureau of Political-Military Affairs.
  • Eligibility to obtain necessary security clearance as required by the program.
