Dark Wolf Solutions is seeking a Lead Technical Program Manager to enhance our team. The ideal candidate will possess extensive experience in Government Contracting and have a proven track record in managing sizable technical teams. This role involves establishing and executing comprehensive project plans, recruiting and onboarding system engineering and software development talent, overseeing program budgets and costs, and collaborating closely with customer stakeholders to assess program status, identify risks, and integrate feedback. Daily responsibilities will require a blend of commercial strategy expertise, familiarity with the federal landscape, and PMO support, coupled with advanced technical capabilities. The successful applicant will adeptly support various DevSecOps initiatives and provide direct assistance to senior executives.

Key Responsibilities may include:
  • Leading a team to aid the client in crafting and executing an innovative, actionable, agile strategy for deploying IT infrastructure and DevOps services and solutions.
  • Overseeing personnel in disciplines such as DevOps engineering, Platform Engineering, and strategic communication.
  • Engaging with all program stakeholders, including engineers, developers, vendors/contractors, security teams, and executive sponsors.
  • Managing subcontractor relationships and documentation, including invoice approvals, NDA coordination, Monthly Status Report reviews, and budget monitoring.
  • Updating and maintaining project management documentation, such as risk registers, budgets, and staffing plans.
  • Exhibiting creative thinking and problem-solving abilities.
  • Communicating effectively in both written and verbal formats.
  • Identifying and addressing client needs while contributing to the development of a business vision and managing implementation efforts.
  • Overseeing and/or contributing to project planning.
  • Managing both tactical and strategic project planning efforts to expand the program.
  • Traveling to various program sites as required.
Required Qualifications:
  • 10+ years of relevant professional experience, including initiatives within the Department of Defense.
  • 3+ years of direct Program Management experience.
  • Prior experience leading teams of software and platform engineers.
  • Understanding of Agile/Scrum development methodologies.
  • Foundational knowledge of sprint/issue management using GitLab Issues.
  • Ability to articulate DevSecOps practices, GitLab CI/CD, pipeline security tools, SonarQube, Snyk, container scanning, code quality scanning, SAST, DAST.
  • Experience with Kubernetes and Rancher/RKE2 environments.
  • Experience in cloud environments, including AWS, Cloud One, and GovCloud.
  • BA/BS degree in a technical or managerial discipline.
  • US Citizenship and eligibility for a Secret security clearance or higher level clearance.
Desired Qualifications:
  • Project Management Professional Certification(s).
  • Certified Scrum Master or other relevant Scrum Master certifications.
  • Master's degree in a technical field.
  • In-depth understanding of cloud environments from major cloud service providers, such as AWS, GCP, or Azure.
This position is primarily remote. The expected salary range for this role is between $140,000 - $170,000, based on experience.
