Position Overview
This role is situated within the Financial Services Directorate, under the Office of the Chief Operating Officer. The incumbent will engage in a flexible work schedule and will not hold supervisory responsibilities.

Key Responsibilities
The selected candidate will:
  • Develop and sustain credible Independent Cost Estimates (ICEs) for designated Library initiatives.
  • Conduct Independent Cost Assessments (ICAs) and formulate, execute, and oversee the policies, procedures, and standards for cost management practices across the Library.
  • Evaluate cost-related risks, communicate necessary corrective measures, and collaborate with Service Unit leadership on budgetary and scheduling matters.
  • Engage in collaborative communication with Service Units and subject matter experts (SMEs) to create cost estimates and related management practices.
  • Direct and prepare ICEs and ICAs, delivering independent cost estimates for the Library's programs and projects, both IT and non-IT, in close collaboration with relevant Service Units.
  • Develop and manage a cost estimation model and methodology to facilitate effective cost management practices.
  • Apply extensive knowledge and experience with cost estimation software, while remaining informed about federal budgeting practices.
  • Provide guidance and oversight for Library-wide cost estimation practices.

Professional Requirements
The role demands:
  • Expertise in parametric modeling, risk analysis, regression techniques, and IT cost estimation.
  • Ability to prepare comprehensive cost estimates at various stages of program and project lifecycles.
  • Capability to conduct feasibility studies, trade-off analyses, and assess risks and schedules.
  • Skill in constructing and monitoring data accumulation models to deliver accurate, evidence-based cost information for management.
  • Proficiency in preparing periodic reports on monitoring results and recommendations as required by cost estimation governance.

Collaboration and Training
The incumbent will:
  • Coordinate and facilitate meetings with management and stakeholders to discuss estimates, policies, and procedures.
  • Support independent cost reviews for programs and projects exceeding certain thresholds.
  • Provide program management with cost-related data for performance evaluation.
  • Establish a tracking system to monitor actual versus planned performance.
  • Share best practices in cost estimation with Library program managers and offer supplementary training on the Life Cycle Cost Estimate (LCCE) process.

Policy Development
The position involves:
  • Leading the development of comprehensive cost management policies and procedures for various Library programs.
  • Conducting analyses and providing recommendations to formalize cost management governance.
  • Advising on the selection and execution of pilot studies to enhance policies and procedures.
  • Creating and revising user manuals and training materials to improve program management efficiency.

Qualifications
