Our objective is to provide technology-enabled solutions that cater to the distinct requirements of our government clients, empowering them to fulfill their missions effectively and efficiently.

Key Responsibilities:

  • Contribute to independent cost estimates for life cycle costs and other activities.
  • Prepare estimates at completion (EAC) for tasks performed by government entities.
  • Offer insights on cost realism.
  • Conduct contract earned value management system (EVMS) analyses.
  • Calculate Return on Investment figures.
  • Perform operational assessments on maintenance initiatives.
  • Draft an IGCE Narrative detailing the development of each IGCE, including specific assumptions, calculations, and supporting analyses in sufficient detail for procurement packages.
  • Analyze, evaluate, and provide recommendations for Total Estimated Planned Value (TEPV) and Life Cycle Cost Estimate (LCCE).


LCCE Documentation Requirements:

  • Include appropriate cover sheets for the LCCE with required signatures.
  • The estimate must encompass the total life cycle, supporting the Acquisition Decision Event (ADE).
  • Present estimate results by Fiscal Year, both with and without risk, in Base-Year and Then-Year dollars for budgeting purposes.
  • Conduct risk or sensitivity analyses allocated among applicable Work Breakdown Structure (WBS) elements, phased by year.
  • Detail approved Future Years Homeland Security Program (FYHSP) funding for the program, broken down by appropriation and year, to facilitate comparison with LCCE results.
  • Plan for trade-off analysis to address differences between the LCCE estimate and approved FYHSP funding.
  • Provide Basis of Estimates (BOE) that includes specific assumptions, calculations, and supporting analyses for Government staff to replicate cost estimates.
  • Incorporate escalation indices and/or inflation rates and their basis.
  • Ensure reconciliation between the program office LCCE and any Component IGCE.

During the reconciliation process, estimators will examine estimates for completeness, analyze similarities and differences, and resolve issues of duplication or omission. This may result in a synthesized cost estimate or maintain two estimates at different values with a documented set of differences.

Qualifications:

  • A bachelor's degree in business, management, finance, mathematics, engineering, or a related field.
  • Experience with CBP or DHS is advantageous.
  • 3–10 years of relevant experience.
  • Cost estimating certifications from ICEAA or AACE are preferred.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.

Clearance:
Ability to pass a government background investigation, which includes financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications. Only U.S. citizens are eligible for a suitability determination. An active DHS or U.S. Customs and Border Protection background investigation is preferred.
