About the Role

We are seeking an experienced Earned Value Management Specialist to join our team at MELE Associates. As a key member of our project controls team, you will be responsible for analyzing project management control practices and evaluating the quality of contractor compliance to EIA-748 Earned Value Management Systems guidelines and other standards.

Key Responsibilities
  • Develop and Establish Standards and Procedures: Develop, coordinate, and establish various standards and procedures for planning, budgeting, cost and schedule estimation, monitoring, analyzing, and reporting analyses.
  • Baseline Changes and Technical Analysis: Conduct baseline changes, technical, schedule, and cost analyses to ensure accurate and reliable data.
  • Cost and Schedule Performance Measurement: Measure and analyze cost and schedule performance to identify trends and areas for improvement.
  • Contractor Compliance and Validation: Assess the implementation of and continued adherence to the standards and procedures, and validate contractor cost data for accuracy, completeness, and reasonableness.
  • Programmatic Guidance and Direction: Provide programmatic guidance and direction, risk and trend analyses, executability reviews, and performance monitoring activities for line-item construction projects.
  • Project Reviews and Assessments: Conduct or participate in project reviews and assessments, and provide recommendations and advice to leadership on corrective actions to improve EVMS system performance.
  • Policy Development and Implementation: Develop, analyze, and evaluate new or modified program/management policies, including DOE Order 413.3B and Earned Value Management Systems (EVMS) Manual/Guides, Federal Acquisition and other regulations and contract clauses.
  • Improved Practices and Consistency: Coordinate and implement improved practices that establish and promote complex-wide EVMS consistency and credibility.
Requirements
  • Bachelor's Degree in Business, Finance, or Related Field: A Bachelor's degree in Business, Finance, or a related field is required.
  • Minimum 10 Years' Experience in EVMS: A minimum of 10 years' experience in EVMS principles, theories, and practices, with a focus on analysis leading to initiating, planning, monitoring, and controlling, executing earned value systems and procedures with M&O contractors.
  • Extensive Knowledge of Program and Project Management: Extensive knowledge of program and project management concepts, principles, methods, and practices for management of large capital line-item projects in the government or private sector.
  • Expertise in EIA-748 Guidelines: Expertise in the use of EIA-748 Earned Value Management Systems guidelines issued by SAE International.
  • Independent Reviews and Strong Technical Skills: Experienced in conducting independent reviews of contractor EVMS systems, with strong technical, organizational, analytical, and problem-solving skills.
  • Excellent Communication and Travel Skills: Excellent written and oral communication skills, with a willingness to travel as required for project needs and site visits.
