Job Overview

Position Summary:

The Lead Cost Analyst II will play a pivotal role in the strategic planning and oversight of financial resources. This position involves the development and management of comprehensive spending plans, ensuring that all necessary budgetary documentation, financial status reports, charts, briefings, schedules, and progress updates are meticulously maintained.

Key Responsibilities:

  • Conduct detailed cost estimation and analysis utilizing various methodologies, including modeling, parametric analysis, engineering estimates, learning curves, risk assessments, and cost estimating relationships.
  • Support the creation of life-cycle cost estimates, independent cost estimates, and total ownership costs, aiding in business case analyses and program budget development.
  • Analyze the implications of budget revisions and propose actionable recommendations to mitigate any negative impacts on program execution.
  • Develop and execute life cycle cost analyses in alignment with the MARS Program objectives.
  • Perform thorough cost analysis and modeling to support acquisition requirements, ensuring the application of appropriate cost estimating techniques.
  • Assist functional leads in crafting work statements, requirement documents, program schedules, and standard operating procedures (SOP).

Qualifications:

Education: A Bachelor's degree is preferred.

Experience: A minimum of ten (10) years of relevant experience within the Department of Defense (DoD) or Intelligence Community (IC) is required.

The ideal candidate will possess extensive knowledge of DoD/IC estimating, pricing, budgeting, and forecasting, along with the ability to analyze and validate cost/price models and technical requirements. Strong analytical skills and a solid understanding of both data and business principles are essential.

Technical Proficiency: Expertise in Excel, risk analysis tools, regression analysis, and statistical software packages (such as SAS, SPSS, and Stata) is necessary. The role will involve engagement with Planning, Programming, Budget, and Execution System processes to support the MARS Program by collecting, maintaining, reviewing, and analyzing program and budget data.

Preferred Qualifications: Experience with Foreign Military Sales (FMS) is desirable.

Certifications: Professional certification is preferred.

Security Clearance: This position requires a TOP SECRET clearance/Sensitive Compartmented Information (SCI) eligibility with Counterintelligence (CI) Polygraph.
