The Department of Elections is dedicated to ensuring that elections are conducted accurately, fairly, transparently, and securely for the citizens of the Commonwealth. This department oversees the administration of election laws, compliance with campaign finance disclosures, and the processes of voter registration within the state by establishing rules, regulations, issuing guidance, and providing support to local Electoral Boards and registrars.

The Department envisions a modern, efficient, and professional electoral process that is trustworthy and accountable at all levels, engaging Virginia's diverse citizenry in the fundamental democratic right to vote.

Position Overview

The Cybersecurity Program Manager is responsible for leading the Information Security initiatives within the Department to ensure the confidentiality, integrity, and availability of ELECT's systems. This role guarantees that the systems comply with federal, state, and agency security standards. The individual will collaborate with development teams, network service providers, and security personnel to integrate security requirements into the Software Development Life Cycle (SDLC).

The role includes the creation and maintenance of security policies, documentation, tracking remediation of vulnerabilities, and updating security plans to adapt to evolving business, security, and technological needs. The individual will implement and monitor security controls for the Department's information technology systems.

Key Duties Include:

  • Providing solutions to safeguard ELECT's electronic information.
  • Offering technical expertise in the selection, installation, configuration, testing, and implementation of security technologies.
  • Leading the Information Systems Security program to protect electronic information from unauthorized access and other security threats.
  • Acting as a security subject matter expert for IT projects.
  • Overseeing security investigations and recommending corrective actions.
  • Ensuring compliance with state and federal security regulations.
  • Assisting in the development and delivery of security awareness training programs.

Required Qualifications

  • Proven ability to manage an Information Security Program aligned with state security standards.
  • In-depth knowledge of security principles, policies, procedures, risk management, and internal controls in a technological environment.
  • Ability to serve as a liaison between the agency and external technical experts.
  • Familiarity with federal, state, and agency laws, regulations, and standards affecting information security.
  • Experience with security in government and knowledge of NIST security standards.
  • Competence in assessing and documenting risks to IT systems and data.
  • Experience in developing and managing disaster recovery preparedness programs.
  • Ability to provide guidance and training to technology staff regarding security features and requirements.
  • Extensive knowledge of internet and networking security requirements and vulnerabilities.
  • Strong communication skills, both verbal and written.
  • Experience in developing and maintaining a security program compliant with state standards.
  • Experience in conducting Business Impact Analysis, Risk Assessments, and creating Security Plans.
  • Experience in managing a Security Awareness Training Program.
  • Proficient in identifying technical security vulnerabilities and resolving security issues.
  • Considerable experience in information technology and information security.

Additional Considerations

Experience in compliance or information security within the Commonwealth of Virginia is preferred. Relevant certifications such as Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM) are advantageous.
