Job Summary

The Federal Highway Administration is seeking a highly skilled Strategic Operations Specialist to join our team. As a key member of our organization, you will be responsible for providing expert analysis and guidance to our headquarters and division offices, as well as state and local agencies, on the identification, design, implementation, and re-engineering of policies and procedures related to the administration of programs and projects under the Federal-aid highway programs.

Key Responsibilities
  • Provide analysis, design, and implementation of processes and procedures used to implement Federal-aid highway programs and projects.
  • Design and conduct business process mapping and process re-engineering workshops, training, and exercises to help owners establish, document, design, and/or re-engineer business processes.
  • Communicate effectively both orally and in writing and facilitate the gathering of information from diverse groups of stakeholders, applying customer-focused and results-oriented principles to collect and document process information using various methods and technologies.
  • Participate in teams which address efforts to mitigate significant risks, performance barriers, or other organizational change issues by providing both technical expertise and helping to coordinate other FHWA representation and involvement.
  • Provide training, guidance, and assistance in the analysis of processes and the application of sound business principles and best practices in process identification, implementation, reengineering, and process improvement.

Qualifications

To determine if you are eligible, review the following grade specific details. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.

For the GS-13:

  • On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
  • Experience managing, analyzing, and providing data using various software and visual aids for federal-aid programs and projects for process mapping; AND
  • Experience interpreting and applying highway transportation, stewardship and oversight, and risk management policies for program evaluation; AND
  • Experience evaluating business processes and providing recommendations for process improvement and implementation.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  4.
