Job Description

We are seeking a highly motivated and experienced Contract Specialist to join our team at The Midtown Group. The ideal candidate will have a minimum of two years of direct experience in federal or DC government procurement and a comprehensive understanding of federal and/or District procurement regulations.

Key Responsibilities:

1. Contract Planning and Pre-Award Activities:

Conduct market research to identify potential vendors and assess the availability of goods and services.

Develop solicitation documents (e.g., Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs)) in accordance with federal or DC procurement regulations.

Prepare comprehensive Statements of Work (SOWs), evaluation criteria, and pricing structures for solicitations.

Coordinate with program offices to define procurement needs, budgets, and timelines.

2. Solicitation and Evaluation:

Issue solicitations via approved procurement platforms (e.g., OpenGov, SalesForce).

Facilitate pre-bid and pre-proposal conferences to address vendor questions and provide clarification.

Evaluate bids and proposals to determine the responsiveness, responsibility, and best value for the agency.

Conduct price and cost analyses, negotiate terms, and prepare award recommendations for review.

3. Contract Award and Administration:

Prepare and issue contract award documentation, including Purchase Orders (POs) and modifications, ensuring compliance with applicable procurement regulations.

Administer contracts throughout their lifecycle, including monitoring performance, tracking deliverables, and processing invoices.

Manage contract modifications, extensions, and renewals, ensuring all changes are properly documented and authorized.

Facilitate post-award kick-off meetings to set clear expectations and timelines with contractors.

4. Compliance and Documentation:

Ensure compliance with federal or District procurement laws, regulations, and policies, including the Federal Acquisition Regulation (FAR) or DC Municipal Regulations (DCMR).

Maintain accurate and organized contract files, including solicitation documents, correspondence, and performance records.

Prepare reports, contract summaries, and other documentation for internal review and audits.

5. Stakeholder Engagement and Support:

Serve as a liaison between DGS program offices, legal teams, finance, and external vendors to resolve contract-related issues.

Provide guidance and support to internal stakeholders on procurement policies, contract management practices, and best practices for achieving strategic objectives.

Address vendor concerns and issues professionally, ensuring clear communication and maintaining positive relationships.

Qualifications:

Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, or a related field.

Minimum of 2 years of direct experience as a Contract Specialist at the GS-12 level or equivalent, preferably within a federal agency or the District of Columbia Office of Contracts and Procurement.

Comprehensive knowledge of federal and/or DC procurement regulations, including the Federal Acquisition Regulation (FAR), District Procurement Practices Reform Act (PPRA), or other relevant guidelines.

Experience in managing the full lifecycle of contracting, including pre-award, award, and post-award phases.

Proven ability to conduct market research, evaluate bids/proposals, and negotiate contract terms.

Preferred Qualifications:

Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), or equivalent certification a plus.

Experience using procurement management software (e.g., OpenGov, SalesForce, PRISM).

Strong analytical skills with the ability to conduct detailed cost and price analyses.

Strong written and verbal communication skills, with experience drafting contracts, reports, and presentations for C-level executives.
