The Procurement Business Analyst plays a crucial role within the Digital IT Business Solutions Corporate organization, primarily serving the Procurement Organization and various support entities. This position is essential for driving business value and enhancing the performance of IT services. Key responsibilities involve managing Procurement IT projects and operational requests that support vital Procure to Pay processes. The role also entails advising Procurement clients and advocating for their needs in various IT initiatives while ensuring compliance with IT policies, strategies, processes, and practices.

Key Responsibilities:
  • Lead the Procurement department through Project and Software Management methodologies.
  • Assist in outlining project scope, objectives, deliverables, value propositions, IT project tasks, resource needs, and support frameworks.
  • Facilitate the creation of visual process representations, data flows, and architectural documentation.
  • Collaborate with Procurement teams to identify opportunities for process enhancements and improvements to business systems.
  • Promote awareness and adherence to Phillips 66 and IT policies.
  • Act as the Product Owner for Procurement systems, fostering relationships between business clients, IT Service Delivery teams, and third-party vendors.
  • Coordinate with IT Service Delivery leads to prioritize and implement solutions, managing the impacts of these changes.
  • Work alongside Procurement and Service Delivery leads to oversee vendor relationships, software lifecycles, negotiations, and long-term strategies.
  • Partner with Procurement to develop strategic roadmaps and identify areas for process improvement.
  • Support the IT Long Range Plan (LRP) by translating business requirements into IT opportunities.
Required Qualifications:
  • Legally authorized to work in the job posting country.
  • Bachelor's degree.
  • A minimum of 5 years of experience demonstrating analytical and problem-solving capabilities.
  • At least 5 years of direct experience collaborating with IT Service Delivery teams and software vendors.
  • Proficient in Microsoft Office applications.
Preferred Qualifications:
  • Bachelor's degree in Management Information Systems, Computer Science, or a related field. Experience in an IT Business Analyst or similar capacity.
  • Proven ability to think strategically in both IT and business contexts.
  • Strong skills in Innovation and Continuous Improvement, User Experience Focus, Business Value Mindset, and Analytical Problem Solving.
  • Experience with Procurement applications such as SAP, Actian, Icertis, DocuSign, IBM MRO, etc.
  • Ability to work independently, self-motivated with strong customer relationship skills.
  • Demonstrated experience in project management methodologies and tools.
  • Experience with business process management methodologies and tools, including proficiency in illustrating process flows and optimizing workflows.
