Position Overview:

Job Levels:
This recruitment is aimed at filling the following positions:
- Sourcing and Procurement Analyst I ($52, $79,099.54 Annually)
- Sourcing and Procurement Analyst II ($58, $87,207.12 Annually)

Work Schedule:
Standard hours are from 7:45 a.m. to 4:30 p.m., Monday through Friday.

Responsibilities for Sourcing and Procurement Analyst I:
  • Plans, manages, and executes the procurement cycle, including verifying specifications, developing pricing schedules, and coordinating with relevant departments.
  • Ensures timely acquisition of goods in compliance with municipal procurement regulations and applicable laws.
  • Consults with departmental staff regarding procurement requirements and provides technical support for necessary goods.
  • Conducts market research on products and vendors to assess price trends, availability, and potential issues.
  • Reviews and processes contracts through purchase orders within authorized limits.
  • Communicates procurement policies and procedures to city personnel.
  • Evaluates bid submissions for compliance and responsiveness.

Responsibilities for Sourcing and Procurement Analyst II:
  • Ensures timely procurement of goods and services through competitive bidding in accordance with municipal regulations.
  • Advises departmental staff on procurement needs and offers technical assistance.
  • Conducts comprehensive market research for goods and services to evaluate price trends and availability.
  • Plans and executes the procurement process, including developing specifications, coordinating with departments, and facilitating the evaluation of bids.
  • Negotiates contracts with vendors and oversees contract execution.
  • Develops training materials and provides training to city employees on procurement policies.

Common Responsibilities:
  • Prepares recommendations for awards and collaborates with client departments for consideration.
  • Performs related duties as required.

Minimum Qualifications:
- For Sourcing and Procurement Analyst I: Bachelor's Degree from an accredited institution.
- For Sourcing and Procurement Analyst II: Bachelor's Degree from an accredited institution and two years of relevant procurement experience.

Preferred Skills:
  • Proficiency in Microsoft Excel and Word.
  • Experience with SAP software.
  • Familiarity with E-Procurement practices.
  • Background in Public Sector Purchasing.

Applicant Information:
Selected candidates will be required to submit official transcripts and relevant documentation during the hiring process. Background checks and drug testing will be conducted as part of the hiring procedure.

Knowledge, Skills, and Abilities:
  • Understanding of large-scale purchasing methods and applicable laws.
  • Familiarity with market practices and pricing strategies.
  • Knowledge of merchandise receiving and invoicing procedures.
  • Proficient in using personal computers and associated software.
  • Ability to communicate effectively and establish positive working relationships.
  • Capability to evaluate potential vendors based on financial and operational capacity.
