GS-09: $59,966 - $77,955
GS-11: $72,553 - $94,317

The primary responsibilities for the Realty Specialist at the GS-09 and GS-11 levels include the following:

  • Evaluating applications for Oregon/California (O&C) permits and managing unilateral permits in accordance with established guidelines; independently overseeing O&C reciprocal right-of-way agreements and permits for both the Bureau of Land Management (BLM) and associated permit holders.
  • Handling standard requests for terms and conditions of use for BLM and permittee inquiries, drafting License Agreements, and calculating road use fees for initial requests from permit holders.
  • Managing amendments and transfers of existing agreements and permits.
  • Conducting site assessments and evaluating road and drainage structures using data and current appraisal methodologies to determine road replacement values; analyzing haul routes and tributary acres to create detailed maps and calculate cost-sharing percentages for all involved parties. Processing construction plans for permittee projects and monitoring compliance with approved permits.
  • Assisting in the preparation and processing of linear rights-of-way under Title V of the Federal Land Policy and Management Act; maintaining and updating road record files to meet specified standards.
Incentives Available:
  • This role may offer a Relocation/Recruitment Incentive of 25% of the annual salary. Eligibility for such incentives will be assessed on a case-by-case basis.
  • To qualify for a Recruitment Incentive, candidates must not currently be employed by the Federal Government.
  • To qualify for a Relocation Incentive, candidates must be current Federal Employees and willing to work directly from the BLM office in Vale, OR. The current duty location must be more than 50 miles from this position's duty location.
  • A one-year service agreement is required for any applicant receiving a relocation or recruitment incentive.

Employment Conditions

  • A background investigation may be necessary.
  • Compliance with the Selective Service Registration Act is required for males.

  • Active real estate licenses or interests in firms with stakes in Federal Lands are not permitted.
  • New employees or supervisors in the Federal government must complete a one-year probationary period.
  • Participation in the Direct Deposit Electronics Funds Transfer Program is mandatory.
  • Status applicants must meet time-in-grade requirements.
  • Occasional overnight travel may be required. Candidates must be eligible to obtain a government charge card for travel purposes.

Qualifications

Minimum Qualifications: To qualify for this position, candidates must demonstrate the required specialized experience and/or education for the respective grade level:

  • GS-09:
    Specialized Experience: One year of specialized experience comparable to the GS-07 level in the Federal service, which includes: (1) calculating routine realty and land cost recovery; (2) conducting compliance examinations on rights-of-way and permits; (3) monitoring existing realty actions and budget plans; and (4) preparing responses to inquiries regarding public land use.
  • Education: A Master's or equivalent graduate degree or two years of progressively higher-level graduate education in a directly related field is required.
  • GS-11:
    Specialized Experience: One year of specialized experience comparable to the GS-09 level, which includes: (1) processing casework on lands and realty actions; (2) providing public information on realty matters; (3) inspecting compliance with land use stipulations; and (4) preparing planning documents for realty programs.
  • Education: A Ph.D. or equivalent doctoral degree or three years of progressively higher-level graduate education in a directly related field is required.
