Position Overview:
The City of Richmond Department of Public Utilities is looking for a skilled individual to take on the role of Field Operations Supervisor for Gas and Water Services.

Key Responsibilities:
The selected individual will oversee the Gas and Water Field Operations team, ensuring effective management and coordination of staff and their supervisors. Key duties include:

  • Supervising all Gas and Water Field Specialists and their supervisors.
  • Monitoring workloads, overtime, and performance metrics to guarantee timely completion of work orders.
  • Collaborating with other city departments and external agencies to maintain safety and optimize resource utilization.
  • Providing accurate information to both internal and external stakeholders.
  • Training new hires, making recommendations for hiring and termination, and conducting performance assessments.
  • Generating regular reports on operations.
  • Developing and implementing policies and procedures for field operations personnel to ensure compliance with established guidelines.

Work Schedule:
This essential position requires the selected candidate to be available for emergency and on-call duties, particularly during adverse weather conditions or natural disasters. The typical work hours are from 8:00 AM to 4:30 PM, with the possibility of additional shifts as needed.

Knowledge, Skills, and Abilities:
The ideal candidate will possess considerable knowledge in the following areas:

  • Gas and water meter maintenance and repair.
  • Electronic meter reading technologies.
  • Pipe fitting and plumbing.
  • GIS mapping and related software.
  • Safety regulations and procedures, particularly those related to gas operations.

Strong oral and written communication skills are essential, along with proficiency in using hand tools and gas detection equipment. The ability to identify hazardous situations and adhere to safety protocols is crucial.

Qualifications:
Applicants should have an Associate's Degree in a relevant field or equivalent training, along with a minimum of four years of experience in a related role. An equivalent combination of training and experience may be considered.

Preferred Experience:
Previous supervisory experience and familiarity with utilities operations are highly desirable. Proficiency in Microsoft Office Suite is also preferred.

Environmental and Physical Requirements:
This position may involve exposure to various environmental hazards and requires the ability to perform detailed work on multiple tasks under time constraints. Candidates must be capable of performing a range of physical activities, including lifting, standing, and repetitive motions.
