Position Overview

The City of Richmond Department of Public Utilities - Customer Service Division is seeking a qualified candidate to fill the Utilities Operations Supervisor position. The selected individual will oversee Gas and Water Field Operations personnel and their respective team leaders.
Work Schedule: The selected candidate will typically work from 8:00am to 4:30pm, with potential for additional shifts based on operational needs.

Key Responsibilities
  • Overseeing all Gas and Water Field Specialists and their supervisors;
  • Monitoring workloads, overtime, and performance to ensure efficient completion of work orders;
  • Coordinating with other City departments or external agencies to ensure safety and effective resource utilization;
  • Providing accurate information to both internal and external stakeholders;
  • Training new staff, making recommendations for hiring and termination, and conducting performance reviews;
  • Generating routine operational reports;
  • Developing policies and procedures for field operations personnel to ensure adherence to established guidelines.
This is a critical role that requires the selected candidate to be available for emergency and on-call duties in response to adverse weather conditions or natural disasters.

Qualifications and Skills

Knowledge, Skills, and Abilities

Considerable knowledge of Gas/Water meter maintenance and repair; electronic meter reading technology; pipe fitting and plumbing; GIS maps; and safety/OSHA regulations, particularly those related to gas. Familiarity with DOT CFR 49 Section 192, Virginia Plumbing Code, AWWA regulations regarding Lead Water Lines, and best practices from the National Gas Association is essential. Demonstrated skills in both oral and written communication; proficiency with hand tools; and experience with gas detection equipment are required. The ability to identify hazardous situations, follow safety protocols, and effectively train others is crucial.

Minimum Training and Experience:
  • Associate's Degree in a relevant field or equivalent training equivalent to two years of college;
  • Four years of relevant experience;
  • An equivalent combination of training and experience may be considered.
Preferred Experience:
  • Previous supervisory experience is preferred;
  • Experience in a utilities environment;
  • Familiarity with Microsoft Office Suite.
