Job Summary:

Under general supervision, the incumbent is tasked with overseeing the evaluation and coordination of human services block grant programs. This role involves significant consultative and operational responsibilities, alongside the development of policies and procedures related to program management.

Key Responsibilities:

  1. Facilitate a statewide learning community focused on best practices, ensuring that it adapts to the evolving needs of service providers and clients through a customer-centric approach.
  2. Audit and process invoices by gathering service reports from providers, reviewing and approving invoices and budget adjustments to ensure timely payments.
  3. Monitor compliance with policies and provide Training and Technical Assistance (TTA) based on identified non-compliance issues or requests from stakeholders.
  4. Conduct reviews of program and provider activities to verify accuracy and confirm information through periodic site assessments.
  5. Guide the annual contracting process by consulting with leadership and provider staff to address necessary contract modifications.
  6. Draft and develop Block Grant policies and procedures in alignment with federal guidelines to enhance service quality and effectiveness.
  7. Contribute to the preparation of annual reports for federal partners and draft communications to providers as required.
  8. Assist in formulating long-term objectives and strategies aimed at achieving program goals and improving operational efficiency.
  9. Evaluate and recommend enhancements to program delivery and services to ensure compliance with federal standards.
  10. Address provider and client complaints regarding block grant services, directing issues to appropriate personnel for resolution.
  11. Review the work of subordinate staff, if applicable, to ensure adherence to established program policies and procedures.

Qualifications:

Education and Experience: A bachelor's degree from an accredited institution, coupled with three years of relevant experience in public policy development, budgeting, compliance monitoring, auditing, or grant coordination.

Special Skills: Strong competencies in customer focus, problem-solving, conflict management, and effective communication are essential for success in this role.

This position is integral to the operations of the Department's Social Services Block Grant and Community Services Block Grant, ensuring effective management and oversight of funding initiatives.
