POSITION SUMMARY

Under general supervision, this role involves overseeing complex accounting functions within assigned fiscal programs; responsibilities may include managing staff engaged in professional or technical accounting tasks.


DEPARTMENT:
Various departments
The Principal Accountant role is represented by the Service Employees International Union (SEIU) and is not eligible for overtime compensation. The following duties are typical but not exhaustive and may vary based on departmental needs.

Supervises operations, services, and personnel within a designated fiscal program.

May plan, organize, and direct fiscal activities within smaller departmental settings.

Participates in staff selection and evaluation; provides training and development opportunities.

Conducts performance evaluations and regular discussions with employees regarding their performance.

Reviews staff work and implements quality control measures.

Develops staffing schedules to ensure adequate operational coverage.

Advises management on the development of departmental budgets.

Collects and analyzes financial data; prepares and oversees the creation of financial reports.

Monitors budgets within assigned program areas.

Conducts fiscal, auditing, and compliance activities for various funded programs.

Performs funding allocation analysis and ongoing audits of grant sub-recipients.

Interprets and applies relevant laws and regulations.

Manages assigned grant programs.

Provides technical expertise to auditors and stakeholders regarding assigned functions.

Develops and implements financial policies and procedures.

May serve as the business case owner for fiscal management system implementations.

Reviews financial documents for budget compliance.

Assists in setting rates for services and products.

Performs related duties as required.


EDUCATION AND EXPERIENCE

A Bachelor's degree with a minimum of eighteen (18) semester units in accounting coursework, including Intermediate Accounting; AND Five (5) years of progressively responsible accounting experience, with at least one (1) year in a lead or supervisory capacity; OR two (2) years as a Senior Accountant for the County of Ventura.


NECESSARY SPECIAL REQUIREMENTS
Verification of completed accounting coursework is required.
Possession of a valid California driver license may be necessary.

COUNTY EMPLOYEES AS DISASTER SERVICE WORKERS
County employees may be called upon to assist the community during disasters.

DESIRED QUALIFICATIONS
Master's degree in Business Administration
Certified Public Accountant (CPA) license
