THE AUDITOR-CONTROLLER'S OFFICE
The Auditor-Controller is responsible for the establishment and supervision of accounting and financial operations under the Board of Supervisors. This office provides professional fiscal leadership to protect the interests of the citizens of Ventura County and promotes public oversight and accountability.

THE POSITION
The Systems Finance Analyst is responsible for overseeing all reporting products utilized by County departments. Under supervision, this role involves planning, leading, scheduling, assigning, and monitoring the work of professional and technical reporting staff. The Systems Finance Analyst evaluates reporting needs and the efficiency of existing reports based on fiscal controls and accounting standards. This position also coordinates multi-agency fiscal program reporting requirements and develops strategies to address financial system accounting needs.

IDEAL CANDIDATE
The ideal candidate will have extensive experience with Structured Query Language (SQL), knowledge of GAAP concepts, and familiarity with fund accounting. They should be comfortable mentoring a team and clearly articulating technical concepts to diverse audiences.

PAYROLL TITLES AND APPROXIMATE ANNUAL SALARIES:
Finance Analyst I: $75, $103,465.48 annually
Finance Analyst II: $84, $117,693.89 annually
Senior Finance Analyst: $92, $129,463.29 annually

NOTE: If appointed at the lower level, incumbents may be promoted to the higher level without further examination upon meeting the minimum requirements and demonstrating satisfactory performance.

Examples Of Duties

Duties at the I level are limited in nature, initially under close supervision, leading to a sound understanding of the administration of the Ventura County Financial Management System (VCFMS). At the II and Senior levels, tasks are more complex and performed with greater independence.

Typical duties may include:
  • Documenting solutions for user-generated VCFMS Help Desk tickets related to reporting issues.
  • Coordinating with the VCFMS System Administrator for testing each release of the Insight Essential reporting system.
  • Familiarizing with the Insight Essential reporting system and its integration with VCFMS.
  • Processing user security requests for the integrated systems.
  • Reconciling various reporting products and confirming consistency across systems.
  • Using documented procedures to coordinate the generation and delivery of reports.
  • Consulting on reporting system issues and necessary changes.
  • Performing other reporting-related duties as assigned.

EDUCATION, TRAINING and EXPERIENCE
Considerable education and experience leading to the acquisition of the required knowledge, skills, and abilities. A Bachelor's degree with at least eighteen (18) semester units of accounting coursework is required.
