Human Trafficking Support Specialist

The Human Trafficking Support Specialist collaborates with community organizations to assist individuals at risk of human trafficking in securing stable employment. This role involves creating a customized approach to guide participants through workforce center processes, thereby enhancing their chances of obtaining and sustaining employment. The specialist will identify employers willing to hire and support program participants as per grant requirements.
Key Responsibilities
Employer Engagement
- Responsible for recruiting businesses and establishing agreements for Work Experience and Subsidized Employment, while exploring job development opportunities for clients. Evaluate job seeker skills before making referrals to suitable employment opportunities.
- Implement worksite agreements ensuring that paid wages align with self-sufficiency standards.
- Utilize the TWC Mainframe to support compliance with worksite agreement requirements.
- Conduct worksite inspections prior to forming partnerships.
- Identify job opportunities for participants with limited skills, criminal histories, or other barriers, and coordinate interviews.
- Provide ongoing support by visiting worksites weekly to assist both job seekers and employers.
- Facilitate transitions for participants from work experience roles to unsubsidized employment.
- Accurately assess eligibility based on local, state, and federal guidelines to ensure effective use of program funding.
- Document eligibility and secure necessary approvals for participation, while monitoring job seeker progress in accordance with established policies.
- Conduct interviews to gather information on job seekers’ education, backgrounds, work experience, skills, interests, and employment goals.
- Provide job seekers with current employment information and labor market insights, including high-demand occupations and hiring events.
- Utilize assessments to create realistic career pathways for job seekers.
- Offer job search assistance and referrals during each meeting.
- Assist job seekers in accessing additional supportive services available through various programs.
- Encourage education and training to enhance job seekers' skills.
- Establish a collaborative partnership with job seekers to achieve case management objectives.
- Ensure job seekers maintain a complete WIT profile and Wagner Peyser documentation.
- Support job seekers in preparing employer-ready resumes.
- Utilize workforce data management systems effectively.
- Provide virtual services through platforms like DocuSign and TEAMS.
- Monitor job seekers’ performance in terms of employment outcomes and training achievements, and refer them to appropriate paid work activities.
- Ensure timely and accurate entry of job seeker updates in compliance with program regulations.
- Review performance reports to guarantee all services and data entries are completed promptly.
- Perform additional related duties as assigned.
- Bachelor's degree in a relevant field or six years of experience in workforce development or public relations, including two years in a supervisory role; or
- Associate degree with six years of relevant experience, including two years in a supervisory role; or
- High School Diploma with eight years of relevant experience, including two years in a supervisory role.
- Preferred knowledge of workforce development programs, economic development, and project management.
- Experience in a performance-based environment with strong analytical skills.
- Exceptional leadership and interpersonal skills to motivate staff and engage stakeholders.
- Strong organizational skills and attention to detail in data management.
- Ability to facilitate training sessions for large groups.
- Capacity to plan and evaluate the achievement of goals and objectives.
- Ability to build and maintain effective collaborative relationships.
- Bilingual in English and Spanish is preferred.
- Valid driver's license with a clean driving record.
Physical Requirements
This role requires extensive standing, sitting, and desk work, with some lifting of up to 50 pounds. The work is primarily conducted in an office environment with specified hours, though flexibility may be required. Interaction with individuals from diverse backgrounds is a key component of the role.
Travel Requirements
Up to 50% travel may be necessary.
