Position Overview

The Human Trafficking Navigator collaborates with local organizations to assist individuals at risk of human trafficking in securing stable employment. This role involves creating a customized approach to guide participants through workforce center procedures, enhancing their likelihood of obtaining and sustaining employment. The Navigator will identify and engage employers willing to hire and support program participants as per grant requirements.

Key Responsibilities

Employer Engagement Duties:

  • Lead the recruitment of businesses and establish agreements for work experience and subsidized employment, while exploring job development opportunities for clients.
  • Assess job seeker qualifications before referring them to potential employment opportunities.
  • Oversee worksite agreements to ensure compliance with wage standards for self-sufficiency.
  • Conduct site inspections prior to forming partnerships with employers.
  • Identify job openings suitable for participants with limited skills or backgrounds and arrange interviews.
  • Provide ongoing support by visiting worksites weekly to assist both job seekers and employers.
  • Facilitate transitions from work experience to unsubsidized employment.

Case Management Duties:

  • Evaluate eligibility in line with local, state, and federal guidelines to ensure effective use of program funds.
  • Document eligibility accurately and monitor job seekers' progress throughout their participation.
  • Conduct interviews to gather comprehensive information on job seekers’ education, experience, skills, and employment aspirations.
  • Provide current labor market insights and job search resources to job seekers.
  • Utilize assessments to create realistic career pathways for participants.
  • Offer job search assistance and referrals during each meeting.
  • Assist job seekers in accessing additional supportive services relevant to their employment journey.
  • Encourage education and training to improve job seekers' skills.
  • Build a collaborative relationship with job seekers to achieve desired case management outcomes.
  • Ensure job seekers maintain an updated profile in the workforce system.
  • Help job seekers prepare professional resumes.
  • Utilize workforce data management systems effectively.
  • Provide virtual services as needed.
  • Track job seekers' performance metrics for employment and training outcomes.
  • Ensure timely and accurate data entry in compliance with program regulations.
  • Monitor performance reports to verify that all services are documented appropriately.
  • Perform additional related duties as assigned.
Qualifications
  • Bachelor's degree in a relevant field or six years of experience in workforce development or public relations, including two years in a supervisory role.
  • Associate degree with six years of relevant experience, including two years in a supervisory role.
  • High School Diploma with eight years of relevant experience, including two years in a supervisory role.
  • Preferred knowledge of workforce development programs, economic trends, and project management.
  • Experience in a performance-driven environment with strong analytical skills.
  • Exceptional leadership and interpersonal skills to motivate staff and engage stakeholders.
  • Ability to plan, implement, and evaluate strategies effectively.
  • Strong organizational skills and attention to detail in data management.
  • Ability to conduct training sessions for large groups.
  • Bilingual in English and Spanish is preferred.
  • Valid driver's license with a clean driving record.
Physical and Travel Requirements

This position requires extensive standing, sitting, and desk work, with occasional lifting of up to 50 pounds. The role may involve up to 50% travel within the designated area.
