GENERAL STATEMENT OF DUTIES
The role involves applying a broad spectrum of engineering principles and methodologies to execute intricate assignments, serving as a project or program manager for engineering initiatives, and overseeing administrative responsibilities; requires flexibility in working hours, including evenings as necessary.

SUPERVISION RECEIVED
Operates under the guidance of the County Engineer, Civil Engineering Supervisor, Capital Projects Manager, or their designee.

SUPERVISION EXERCISED
This position does not entail supervisory responsibilities. However, incumbents may provide leadership to junior engineering associates, technicians, practicum students, or contractors.

TYPICAL DUTIES
  • Manage various federally funded projects, including the application for necessary permits, reviewing payment estimates, and maintaining project documentation in compliance with federal regulations.
  • Prepare, evaluate, or oversee the preparation of plans, engineering studies, specifications, and cost estimates for capital improvement projects requiring advanced engineering expertise.
  • Review design and drafting outputs from other engineers and technicians.
  • Develop comprehensive project timelines.
  • Conduct public hearings and meetings as necessary.
  • Assist with grant applications, including preliminary estimates and environmental assessments.
  • Perform miscellaneous engineering tasks as assigned, including field assessments to resolve issues, often employing innovative solutions alongside traditional civil engineering methods.
  • Support construction engineering activities, both in the office and field, as required.
  • May involve material takeoffs, cost estimations, inspections, report writing, and calculations using technology.
  • Other responsibilities as directed by the supervisor.
REQUIREMENTS FOR THE POSITION

EXPERIENCE AND TRAINING
  1. Bachelor's degree in civil engineering, environmental engineering, or a closely related field; AND
  2. Four years of experience applying engineering theories and methods, including two years in a specific specialty area relevant to the position; OR
  3. A satisfactory combination of work, education, training, or experience pertinent to the role, as determined by Marion County.
SPECIAL REQUIREMENTS
  • Registration as an Engineer in Training (EIT) is preferred. This requirement may be waived for candidates with a master's degree closely related to the position or a unique combination of experience and skills relevant to the role.
  • Must possess a valid driver's license and maintain an acceptable driving record.
  • Final candidates will undergo a criminal history background check; however, a criminal conviction may not disqualify an individual from consideration.
  • This position is represented by a union.
  • This is a full-time role, eligible for overtime.
  • Typical Work Schedule: Monday through Wednesday, with flexibility based on departmental needs.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of contemporary civil and environmental engineering principles and practices, particularly concerning public works infrastructure; familiarity with civil engineering materials and construction methods; understanding of federal aid project requirements; project management principles; roadway operations analysis; funding sources; and effective public engagement strategies.

Skill and ability to design civil and environmental engineering projects; perform complex calculations; prepare plans, specifications, and cost estimates; communicate effectively in both oral and written forms; establish and maintain collaborative relationships with engineers, planners, developers, regulatory bodies, and the public; engage in creative problem-solving; and manage project execution from inception to completion.

PHYSICAL REQUIREMENTS
Must be able to operate a motor vehicle; stand; sit for extended periods; move about the work area; bend; stoop; reach overhead; climb stairs; lift and carry items weighing up to 50 lbs.; push carts weighing up to 200 lbs.; operate a keyboard; communicate clearly; read standard font sizes; distinguish colors; and work in various environmental conditions.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County qualifies for the Public Service Loan Forgiveness Program, allowing full-time employees to potentially qualify for loan forgiveness after 120 qualifying payments.
