GENERAL OVERVIEW
The role involves defining and coordinating work activities on assigned engineering initiatives, encompassing the development and execution of capital improvement projects funded by the county and external sources. The position requires planning, organizing, managing, implementing, evaluating, and participating in projects from inception to completion. The incumbent will monitor performance against project objectives to ensure successful outcomes, investigate field issues, and prepare progress reports while providing technical project coordination. Flexibility in working hours, including evenings, is expected.

SUPERVISION
This position operates under the guidance of the County Engineer or designated supervisors.

KEY RESPONSIBILITIES
  • Manage various federally funded projects, including the application for necessary permits and oversight of project documentation in compliance with federal regulations.
  • Conduct preliminary and final engineering design utilizing relevant software; develop cost estimates and create plans and specifications for public works improvement projects.
  • Generate preliminary and finalized engineering drawings using computer-aided design (CAD) software.
  • Prepare and review engineering studies, specifications, and cost estimates for capital improvement projects requiring advanced engineering expertise.
  • Evaluate the design and drafting contributions of other engineers and technicians.
  • Develop comprehensive project schedules.
  • Facilitate public hearings and meetings as necessary.
  • Assist with grant applications, including preliminary estimates and environmental assessments.
  • Perform hydraulic calculations using specialized software.
  • Address miscellaneous engineering tasks as assigned, employing innovative solutions to resolve issues.
  • Support construction engineering tasks in both office and field settings as required.
  • May involve material takeoffs, cost estimations, inspections, report writing, and calculations.
  • Assist in the training and development of junior staff as needed.
  • Other duties as assigned by the supervisor.
QUALIFICATIONS

EXPERIENCE AND TRAINING
  1. A valid Professional Engineer's (PE) license in Civil Engineering or a closely related field; AND
  2. Two years of professional-level engineering experience post-licensure, including project management. Specialized experience may be required depending on the position.
  3. A satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • Possession of a valid Class C Oregon driver's license or the ability to obtain one within 30 days of hire.
  • Must have a current driver's license and acceptable driving history.
  • Successful candidates may be required to pass a criminal history background check.
  • This position is not represented by a union and is not eligible for overtime.
  • Typical work hours are Monday through Friday, with flexibility based on departmental needs.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough understanding of modern civil engineering principles, particularly in public works infrastructure; knowledge of civil engineering materials and construction methods; familiarity with federal aid project requirements; principles of project management; and effective public engagement strategies.

Skills include the ability to design civil engineering projects, perform complex calculations, prepare detailed plans and specifications, and communicate effectively both orally and in writing. The ability to establish collaborative relationships with various stakeholders and engage in creative problem-solving is essential.

PHYSICAL REQUIREMENTS
Ability to operate a motor vehicle, stand, sit, climb stairs, walk long distances, lift/carry items up to 50 lbs., and work in various environmental conditions.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County qualifies for the Public Service Loan Forgiveness Program, allowing full-time employees to potentially qualify for loan forgiveness after 120 qualifying payments.
