GENERAL OVERVIEW
This role is pivotal in defining and orchestrating the work activities associated with assigned engineering initiatives, which encompass the development and execution of capital improvement projects. The position involves planning, organizing, managing, implementing, and evaluating projects from inception through to completion. It is essential to monitor performance against established project goals to ensure successful outcomes, address field issues, and prepare comprehensive progress reports while providing technical project coordination. Flexibility in working hours, including evenings, is required.

SUPERVISION
The position operates under the guidance of the County Engineer or designated supervisors.

KEY RESPONSIBILITIES
  • Serve as the project manager for various federally funded projects, including the application for necessary permits and management of project documentation.
  • Conduct preliminary and final engineering design utilizing relevant software; develop cost estimates and create plans and specifications for public works improvement projects.
  • Generate engineering drawings and final designs using computer-aided design (CAD) software.
  • Oversee the preparation of plans, engineering studies, specifications, and cost estimates for capital improvement projects, ensuring adherence to advanced engineering standards.
  • Review and assess the design and drafting contributions of other engineering professionals.
  • Establish detailed project timelines and schedules.
  • Facilitate public hearings and meetings as necessary.
  • Assist in grant application processes, including the preparation of preliminary estimates and environmental assessments.
  • Perform hydraulic calculations using specialized software.
  • Execute miscellaneous engineering tasks as assigned, including field reviews and innovative problem-solving approaches.
  • Support construction engineering efforts, both in the office and field settings, as required.
  • Participate in training and development initiatives for other staff members.
  • Undertake additional duties as directed by supervisory personnel.
QUALIFICATIONS

EXPERIENCE AND TRAINING
  1. A valid Professional Engineer's (PE) license in Civil Engineering or a closely related field; AND
  2. Two years of professional-level engineering experience post-licensure, including project management. Specialized experience may be required depending on the project focus.
  3. Any combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • Possession of a valid Class C Oregon driver's license or the ability to obtain one within 30 days of hire.
  • Must maintain an acceptable driving history.
  • Successful candidates may be required to pass a criminal history background check.
  • This position is not represented by a union and is not eligible for overtime.
  • Typical work hours are Monday through Friday, with flexibility based on departmental needs.
KNOWLEDGE, SKILLS, AND ABILITIES
Comprehensive understanding of modern civil engineering principles, particularly in public works infrastructure; familiarity with civil engineering materials and construction methods; knowledge of federal aid project requirements; project management principles; and effective public engagement strategies.

Proficient in designing civil engineering projects, performing complex calculations, preparing plans and specifications, and communicating effectively in both written and oral formats. Ability to establish collaborative relationships with various stakeholders and engage in creative problem-solving while balancing long-term agency needs with immediate project demands.

PHYSICAL REQUIREMENTS
Ability to operate a motor vehicle, maintain an acceptable driving record, and perform physical tasks associated with the role, including lifting and moving items up to 50 lbs., walking long distances, and working in various environmental conditions.
