Position Overview
As a Public Utilities Specialist (Reservation Program Manager), your responsibilities will include:

Policy Development: Spearheading the creation, execution, assessment, and modification of Reservation Program policies, procedures, and internal controls aimed at enhancing the efficiency of new transmission products and processes associated with Transmission Reservations.

Project Management: Planning, developing, scheduling, and executing compliance-driven projects and analyses to evaluate and propose enhancements for Transmission service activities.

Issue Resolution: Investigating, analyzing, and addressing contentious issues and technical challenges related to the Reservation Program.

Customer Collaboration: Working closely with clients and the Marketing and Sales teams throughout the intricate process of completing the competition process and service authorization.

Request Management: Removing requests that have surpassed their expiration date according to established business practices and informing affected parties.

Training and Documentation: Developing, updating, and maintaining procedural documentation to ensure all Reservationists can consistently and effectively execute Reservation Desk processes.

Requirements:
- Must be a United States Citizen.
- Participation in the e-Verify program is mandatory.
- Compliance with Selective Service registration requirements is necessary for males.
- This position requires physical presence at the designated worksite as specified by the supervisor, with a minimum of three days per pay period.
- Completion of the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually thereafter is required.
- A preliminary background check is mandatory before commencing employment.
- Current Federal employees or individuals with an existing completed background investigation may not need to undergo another background check.
- Adherence to FERC SOC non-discrimination rules and restrictions regarding the disclosure of certain information to Transmission Function employees is required.
- A working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) is essential to ensure fair competition in the open access transmission market through compliance with its fundamental principles.
- Completion of BPA's mandatory SOC training is required.
Qualifications:
To qualify, candidates must demonstrate at least one year of specialized experience equivalent to the GS-13 level in the Federal service. This experience should include:
1) Leading the development, execution, assessment, and modification of policies, procedures, and internal controls to enhance the efficiency of new transmission products and processes.
2) Providing guidance to clients and staff on all aspects of reservations policies, processes, activities, and recommendations for related business policies and practices.
3) Assisting in training related to advanced transmission products and services, including product types, scheduling priority, and queue management.
