Description

This role is essential in delivering fundamental to intermediate assistance to the Director of the Office of Management and Budget (OMB) in the formulation, execution, and oversight of the City's Annual Comprehensive Budget. The position engages in performance evaluations and long-term financial forecasting for departmental use. Additionally, it provides crucial support in the supervision and adherence to the city's grant processes.

This is a non-union role that reports directly to the Director of the Office of Management and Budget, collaborating closely with the Deputy Director of OMB.

Key Responsibilities

1. Aids in the development of the City's annual budget, taking full responsibility for smaller, less intricate fund budgets, while assisting with larger, more complex departmental fund budgets.

2. Engages with department/division leaders to assess and discuss preliminary budget estimates, mid-year modifications, and year-end fund reallocations for designated funds.
3. Monitors departmental compliance with established budgetary guidelines.
4. Analyzes monthly departmental budget and accounting reports to maintain expenditure controls and assess trends impacting the budget. Evaluates revenue sources and tracks these funds.
5. Meets with departmental and divisional leaders throughout the year to address budgetary concerns or requests for adjustments.
6. Supports the development, implementation, and monitoring of Performance Management.
7. Serves as the primary contact for oversight, compliance, and administration of grants; assists departments in securing grants.
8. Aids in the citywide fund allocation process.
9. Assists in forecasting expenditures and revenue projections for both annual and semi-annual budgets.
10. Analyzes current and historical budgets to identify trends and facilitate long-term forecasting.
11. Provides recommendations to senior staff under the guidance of the Director and Deputy Director of the Office of Management and Budget.
12. Advises departmental personnel on funding requests, escalating more complex inquiries to the Director or Deputy Director of OMB.
13. Assists the Director in preparing budget documentation and comprehensive annual financial reports in accordance with GFOA standards.
14. Supports annual audits as required or assigned.
15. Participates in special projects or other duties as needed.

Qualifications

  1. Bachelor's degree in finance, accounting, economics, business administration, public administration, or a closely related field.
  2. One to two years of experience in a fiscal or governmental setting.
  3. Strong analytical skills.
  4. Proficient in various Microsoft Office applications, financial software, and payroll systems.
  5. Excellent interpersonal and communication abilities for effective collaboration with key personnel.
  6. Willingness to work extended hours, including nights, weekends, and some holidays to meet budget deadlines.
  7. Preferred experience with grants.
  8. Understanding of the Uniform Grant Guidance.
  9. Experience with performance metrics and management is desirable.
  10. Ability to manage multiple tasks and prioritize effectively.
  11. Strong organizational and time management skills to meet various deadlines.
Additional Information
  1. May require travel to different City facilities to meet with staff.
  2. Extensive use of a personal computer for data entry and analysis.
  3. Work may involve evenings and weekends as necessary to meet budget deadlines.
