Description

This role offers essential support to the Director of the Office of Management and Budget (OMB) in the development, execution, and oversight of the City's Annual Comprehensive Budget. The position involves conducting performance evaluations and long-term financial projections for departmental use. Additionally, it includes vital assistance in the management and compliance of the city's grants and grant processes.

Key Responsibilities

1. Aid in the formulation of the City's annual budget, taking full responsibility for smaller, less intricate fund budgets; support the Director and Deputy Director of OMB with larger, more complex departmental fund budgets.

2. Collaborate with department/division leaders to review and discuss preliminary budget estimates, mid-year adjustments, and year-end fund reallocations for assigned funds.
3. Monitor departmental compliance with established budgets.
4. Analyze monthly departmental budget and accounting reports to maintain expenditure controls and assess trends impacting the budget. Evaluate revenue sources and track these funds.
5. Engage with department and divisional leaders throughout the year to address budget concerns or requests for adjustments.
6. Assist in the development, implementation, and monitoring of Performance Management systems.
7. Serve as the primary contact for oversight, compliance, and administration of grants; support departments in securing grants.
8. Contribute to the citywide fund allocation process.
9. Assist in forecasting expenditures and revenue estimates for both annual and semi-annual budgets.
10. Analyze current and historical budgets to identify trends and provide long-term forecasts.
11. Provide recommendations to senior staff under the guidance of the Director and Deputy Director of OMB.
12. Advise departmental personnel on funding requests, referring more complex inquiries to the Director or Deputy Director of OMB.
13. Assist the Director in formatting budget documentation and comprehensive annual financial reports to meet GFOA standards.
14. Support annual audits as needed.
15. Participate in special projects or other assigned duties.

Qualifications

  1. Bachelor's degree in finance, accounting, economics, business administration, public administration, or a closely related field.
  2. One to two years of experience in a fiscal or governmental setting.
  3. Strong analytical skills.
  4. Proficiency in various Microsoft Office applications, financial software, and payroll systems.
  5. Excellent interpersonal and communication abilities for effective collaboration with key personnel.
  6. Willingness to work extended hours, including nights, weekends, and some holidays as necessary to meet budget deadlines.
  7. Prior experience with grants is preferred.
  8. Familiarity with the Uniform Grant Guidance.
  9. Experience with performance metrics and management is desirable.
  10. Ability to manage multiple tasks and prioritize effectively.
  11. Strong organizational and time management skills to meet various deadlines.
Additional Information
  1. May require travel to different City facilities to meet with staff.
  2. Extensive use of a personal computer for data input and analysis.
  3. Evening and weekend work may be required to ensure budget deadlines are met.
