This role offers foundational to intermediate assistance to the Director of the Office of Management and Budget (OMB) in the development, execution, and oversight of the City's Annual Comprehensive Budget.

It involves contributing to performance evaluations and long-term financial projections for departmental use. Additionally, it encompasses essential support in the management and compliance of the city's grants and grant processes.
This is a non-union role reporting directly to the Director of the Office of Management and Budget, collaborating closely with the Deputy Director of OMB.

Key Responsibilities:

Aids in the formulation of the City's annual budget, including sole responsibility for smaller, less intricate fund budgets; supports the Director and Deputy Director of the Office of Management and Budget with larger, more complex departmental fund budgets.

Engages with department/division leaders to review and discuss initial budget forecasts, mid-year adjustments, and year-end fund reallocations for assigned funds.

Assists in monitoring departmental compliance with established budgets.
Evaluates monthly departmental budget and accounting reports to maintain expenditure controls and analyze trends impacting the budget. Reviews revenue sources and tracks these funds.
Meets with department and divisional leaders throughout the year to address budget concerns or requests for adjustments.
Supports the development, implementation, and monitoring of Performance Management.

Serves as the primary contact for oversight, compliance, and administration of grants; assists departments in securing grants.

Contributes to the citywide fund allocation process.
Assists in forecasting expenditures and revenue projections for both annual and semi-annual budgets.
Participates in the analysis of current and past budgets to identify trends and provide long-term forecasting.

Offers recommendations to senior staff under the guidance of the Director and Deputy Director of the Office of Management and Budget.

Advises departmental personnel on funding requests, escalating more complex inquiries to the Director or Deputy Director of the Office of Management and Budget.

Assists the Director in formatting budget documentation and comprehensive annual financial reports to meet GFOA standards.

Supports annual audits as requested or assigned.
Participates in special projects or other duties as assigned.

Minimum Qualifications:
Bachelor's degree in finance, accounting, economics, business administration, public administration, or a closely related field.
One to two years of experience within a fiscal or governmental organization.
Strong analytical skills.
Proficient in various Microsoft Office applications, financial software, and payroll systems.
Excellent interpersonal and communication skills for effective collaboration with key staff members.
Willingness to work extended hours, including nights, weekends, and some holidays as necessary to meet budget deadlines.
Prior experience with grants is preferred.
Understanding of the Uniform Grant Guidance.
Experience with performance metrics and performance management is desirable.
Ability to manage multiple tasks and set priorities.
Effective organizational and time management skills to meet various deadlines.

Additional Information:
May require travel to different City locations to meet with staff.
Extensive use of a personal computer for data entry and analysis.
Evening and weekend work may be required to ensure budget deadlines are met.
