Job Summary:
We are seeking a highly skilled and experienced Program Specialist VI to join our team at the Texas Department of Aging & Disability Services. This is a senior-level contract management position that requires a strong background in contract management, program assessment, and administrative activities.
Key Responsibilities:
The successful candidate will be responsible for performing highly advanced contract management work related to special projects within the Purchased Client Services (PCS) Division. This will include:
• Planning, prioritizing, and performing a variety of technical, training, research, planning, policy, program assessment, and administrative activities for assigned programs, including overseeing the delivery of services and providing high-level technical assistance.
• Performing project management to oversee contract compliance, delivery of services, and technical assistance for child watch contracts.
• Assessing training needs of staff related to new policy or procedure and developing and updating training material as policy or procedure changes.
• Delivering training for new hires and as policy or procedures change, and conducting research on contractor's past performance to identify and address critical areas of concern.
• Developing and/or updating policy and procedure for CWSS division as needed, and coordinating the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
• Collecting, organizing, and analyzing data to track trends and patterns for contracted services for child watch in response to requests for program information and reporting, and collecting and analyzing data to identify contractual issues.
• Completing and monitoring required administrative and performance reports, studies, and specialized projects, and recommending appropriate changes to programs.
• Taking lead on management-directed special projects for CWSS, which can include research on best practice and requests related to CWSS, and collecting, organizing, and analyzing data to track trends and patterns for contracted services for child watch and making recommendations for changes to reduce risk and improve services.
Requirements:
To be successful in this role, you will need:
• A strong background in contract management, program assessment, and administrative activities.
• Excellent communication and interpersonal skills, with the ability to work effectively with internal and external stakeholders.
• Strong analytical and problem-solving skills, with the ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.
• The ability to market programs, prepare reports, develop, evaluate, and interpret policies and procedures, and communicate effectively.
• Experience in a similar role, with a strong understanding of local, state, and federal laws related to the program area, public administration and management techniques, statistical analysis processes, budget processes, research techniques, training and marketing techniques, and program management processes and techniques.
