Job Summary:
We are seeking a highly skilled Program Specialist VI to join our team at the Texas Department of Aging & Disability Services. This is a challenging and rewarding role that requires expertise in scientific writing, data analysis, and program management.

Key Responsibilities:
The successful candidate will be responsible for planning, developing, and implementing major agency programs, providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. They will also serve as a lead worker providing direction to others and work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Functions:
The Program Specialist VI will:
1. Plan, prioritize, and perform a variety of scientific writing and data-related technical, training, research, planning, policy, program assessment, and administrative activities for assigned programs.
2. Provide high-level technical assistance for the Healthcare Safety Unity of the Office of the Chief State Epidemiologist and create efficiencies where opportunities occur.
3. Coordinate the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
4. Complete and monitor required administrative and performance reports, studies, and specialized projects, and recommend appropriate changes to programs.
5. Ensure compliance with program policies and procedures, statutes, and rules, and take corrective action(s) as needed.
6. Provide high-level advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program.
7. Perform and/or oversee studies and analyses of operations and problems and the preparation of reports of findings and recommendations.
8. Analyze legislation to develop recommendations for policy in programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program activities, and assist in responding to legislative and external inquiries and requests.
9. Assist with writing Texas Administrative Code and CDC grant requirements, reports, and documents.

Requirements:
The ideal candidate will have a strong background in scientific writing, data analysis, and program management, with expertise in identifying measures or indicators of program performance and the use of a computer and applicable software. They will also have expert, independent skill performing data analyses using Statistical Software (in addition to Excel) and reviewing and writing scientific and legal documents for public-facing state and national health audiences. Additionally, they will be able to gather, assemble, correlate, and analyze facts, devise solutions to problems, market programs, prepare reports, develop, evaluate, and interpret policies and procedures, communicate effectively, and serve as a lead worker providing direction to others.
