Overview

The Aviation Compliance Officer acts as a key support to the Supervisory Principal Maintenance Inspector (SPMI), executing a comprehensive array of certification, oversight, and evaluation responsibilities for designated air carriers, operators, agencies, aviators, and designees. This role is pivotal in ensuring that the assigned entities adhere to Title 14 of the Code of Federal Regulations (14 CFR) concerning maintenance, preventive maintenance, and modification protocols.

Key Responsibilities

Under the general supervision of the Supervisory Principal Inspector (Maintenance), the following responsibilities are undertaken:

A. Technical Oversight
  • Continuously ensures that the assigned organizations are effectively structured, staffed, and equipped; develops and implements adequate training initiatives; maintains comprehensive record-keeping systems; and guarantees that procedures comply with all regulatory standards.
  • Facilitates joint meetings between the Federal Aviation Administration (FAA) and industry stakeholders. Maintains regular communication with assigned organizations and collaborates with senior management. Directs the resolution of any identified deficiencies and has the authority to refuse or revoke approvals if issues remain unresolved.
  • Contributes to the development of maintenance program requirements through active participation in maintenance review boards. Coordinates the approval of minimum equipment lists (MEL) with the principal operations inspector and takes enforcement actions in cases of noncompliance.
  • Conducts enforcement investigations and prepares comprehensive reports and recommendations regarding outcomes. Oversees or directs the emergency suspension of certificates or cancellation of operational specifications. Conducts or supervises the reexamination of certified airmen or the recertification of an operator or agency.
  • Investigates public complaints, congressional inquiries, and aircraft incidents and accidents. Provides technical assistance to legal counsel, testifies in court proceedings, and offers formal dispositions.
  • Collaborates with geographic inspectors to carry out non-routine surveillance of air carriers.
B. Certification
  • Responsible for the initial and ongoing certification of air carriers, aircraft, airmen, and air agencies. Makes recommendations regarding the appointment of designees.
  • Evaluates requests to operate under conditions not previously specified in the airworthiness section of the operational specifications and approves or disapproves requests while providing additional conditions and limitations as necessary.
  • Guides the assigned air carrier in the formulation of required maintenance manuals and record-keeping systems. Reviews and assesses the adequacy of manuals related to the air carrier's airworthiness programs and their revisions. Ensures compliance with regulatory requirements, safe practices, and clear instructions governing airworthiness programs. Approves operational specifications and amendments.
  • Assesses the maintenance facilities being established or contract arrangements made by the air carrier for overhaul work, major repairs, alterations, and other maintenance to ensure they are satisfactory. Reviews changes and negotiates with air carrier management to resolve issues.
  • Determines if overhaul and inspection time limitations require modification.
  • Evaluates an operator's proposed reliability programs for compliance with national policies. Advises operators on deficiencies and necessary changes. Approves or disapproves reliability programs.
  • Determines if the air carrier's training program meets the requirements of 14 CFR, is compatible with the airworthiness program, is well-organized and effectively executed, and results in trained and competent personnel.
  • Directs or participates in flight evaluations to assess compliance with 14 CFR and recommends necessary changes prior to approval.
C. Surveillance
  • Under the guidance of the Principal Inspector, oversees the inspection and surveillance of the air carrier's continuous airworthiness program concerning assigned aircraft fleet assignments. Monitors all aspects of the air carrier's airworthiness operations, including maintenance, engineering, quality control, production control, training, and reliability programs.
  • Analyzes trends to identify any deterioration in the airworthiness program.
  • Responsible for monitoring the activities of airmen, operators, agencies, and designees.
Qualifications

Conditions of Employment

  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit relevant documentation as required.
  • Must provide a copy of the certificate with airframe and power ratings.
General Requirements for All Positions:
  1. No more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.
Medical Requirements: Applicants must be physically capable of performing the duties of the Aviation Compliance Officer position safely and efficiently, and must meet all of the following requirements:
  1. Good distant vision in each eye and the ability to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;
  2. Ability to hear the conversational voice (hearing aid permitted);
  3. No physical condition that would pose a hazard to themselves or others or that would interfere with their ability to fly as passengers in various aircraft.
In addition, applicants for positions requiring participation in aircraft operations must:
  1. Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations; and
  2. Pass recurrent medical examinations as prescribed by the FAA.
Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:
  1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.
To qualify for this position at the FG level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FG/GS-13 level. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience include assisting, conducting, or performing various technical functions related to certification, surveillance, investigation, and enforcement activities. Additional experience may involve investigating and reporting on accidents, incidents, and violations; and evaluating the overall operational programs of air carriers, air agencies, and commercial operators.
