Lead Financial Analyst (Subject Matter Expert)

Watermark is currently in search of a driven, career-focused Financial Analyst to enhance our team in the Arlington, VA area. This role involves providing financial analysis and resolving complex issues for our clients, paving the way for a fulfilling career within our organization.

Key Responsibilities:

  • Conduct analysis, offer recommendations, and monitor program funding for Government Program Element Monitor (PEM).
  • Quickly grasp the distinct business processes of the program and build relationships with stakeholders.
  • Comprehend and articulate DAF/DoD PPBE processes and financial management regulations.
  • Manage requests for fund distribution to field organizations.
  • Support budget formulation activities, analyzing and estimating annual funding requirements.
  • Assist in PPBE process staff support, including meetings, conferences, POM, PBR, and PB support.
  • Facilitate Congressional reporting and prepare annual reports for Congress.
  • Draft, track, and analyze both specialty and monthly reports.
  • Monitor and report on open commitments, obligations, expenditures, program budgets, and contract reconciliations for all assigned programs, providing recommendations to the Government Program Element Monitor (PEM).
  • Conduct thorough analysis and research on business process errors and implement resolutions.
  • Document identified procedures and train others on resolving complex issues.
  • Review policies and suggest improvements to business processes.
  • Understand and communicate DoD budgeting and financial regulations.
  • Execute budget management involving annual and multi-year direct and reimbursable Air Force and DoD appropriations.
  • Oversee, update, track, and reconcile financial and budget execution data.
  • Gather, compile, and summarize information for utilization by others.
  • Make daily decisions regarding financial transaction tracking and propose solutions to intricate budget challenges.
  • Utilize automated budgeting systems and computer-generated products for budgeting tasks.
  • Perform additional duties as assigned.

Educational Qualifications:

  • Bachelor's degree in a financial or business discipline or seven (7) years of relevant experience.

Experience Requirements:

  • Ten (10) years of experience in various finance and accounting functions, including Budget Formulation, Budget Justification, Budget Execution, and Tracking/Review.
  • Ten (10) years of experience with a federal financial/accounting system, preferably involving account updates, records, reports, and controls.
  • Two (2) years of experience in an SAP environment.
  • Demonstrated initiative with minimal supervision.
  • Experience in producing professional and accurate reports and documents.
  • Knowledge of budget-related laws, regulations, and methods to navigate a dynamic environment and effectively collaborate with numerous DOD, military/civilian personnel, and industry partners.
  • Experience in extensive analysis and research on business process errors, including integrated business/process resolutions.
  • Ability to develop solutions for process breakdowns and present findings.
  • Proficient in Microsoft Office, particularly MS Excel and MS Word.

Preferred Qualifications:

  • Active Top-Secret clearance with SCI access.
  • Bachelor's degree or equivalent in Accounting, Finance, or Business Administration.
  • Familiarity with Momentum Financials.
  • Ten (10) or more years of experience with a federal financial/accounting system, particularly in updating accounts, records, reports, and controls.
  • Expertise in advanced features of MS Word and MS Excel.

Security Clearance Requirements:

  • Top Secret clearance with SCI Eligibility.
  • Recent SSBI conducted within the last 6 years.

Additional Requirements:

  • Ability to report to a physical location, occasionally requiring movement between buildings.
  • May involve sedentary work for at least 50% of the time.
  • Must be capable of regularly lifting up to 50 lbs.
  • Ability to manage stress with a high degree of professionalism.
  • Demonstrated critical thinking and leadership skills, with the ability to collaborate effectively.
  • Strong verbal and written communication skills.

The anticipated compensation range for this position is $119,600 - $150,600. Multiple factors are considered when determining the final salary/hourly rate, including Contract Wage Determination, education and certifications, relevant work experience, related skills and competencies, as well as Federal Government Contract Labor categories.
