Job Overview
This role is situated within the DC Department of Human Resources, focusing on Talent and Client Services. The primary function of this position is to deliver comprehensive administrative and managerial support, which is vital for the smooth and effective functioning of the department and its associated programs. The incumbent exercises careful consideration, discretion, and independent judgment in executing their responsibilities.

The Operations Manager oversees all operational aspects and is accountable for the successful management of workforce, productivity, quality assurance, and safety protocols as defined for the department.

Key Responsibilities
- Provide a complete range of technical and administrative oversight for management and personnel.
- Allocate and assess the workload of the office, establish scheduling priorities, and ensure that service activities are effectively timed to meet program goals.
- Review, interpret, and report on funding allocations from Federal and Local grants.
- Draft and submit grant proposals for specific initiatives.
- Develop, write, evaluate, and revise policies to ensure program effectiveness and compliance with legal standards.
- Analyze policies, governmental regulations, and legislation to create new program policies and plans, making necessary updates to existing policies and procedures.
- Examine statistical data and reports to identify issues and formulate recommendations for enhancing the organization's systems, procedures, or programs.
- Interpret study results, prepare reports detailing findings and recommendations, and identify areas needing additional resources and new program implementations.
- Monitor program delivery progress through established operating procedures, performance analysis strategies, and training initiatives.
- Consult with and advise government officials, staff, civic organizations, and other agencies on legislative, policy, and program matters.

- Direct the preparation and dissemination of written information and verbal communication to inform management and staff of program and administrative policies and procedures.
- Establish written performance standards and ensure all employees understand their responsibilities concerning those standards.
- Provide guidance to program staff through consultation, supervision, and liaison activities.
- Identify and address the training needs of personnel.
- Counsel team members on work performance, attendance, and workplace relationships, recommend and initiate disciplinary actions, and resolve employee grievances.
- Develop criteria for assessing system performance and the effectiveness of current and proposed program activities.
- Facilitate and participate in internal and external meetings, conferences, seminars, workshops, and forums as required; represent the department in discussions related to program areas.
- As an agency representative, collaborate closely with various community groups and organizations to foster, plan, establish, and maintain cooperative relationships.
- Propose the creation of new or revised policies, procedures, and documentation as necessary to achieve program objectives effectively.
- Develop operational guidelines in accordance with Federal and District laws.
- Represent the Associate Director at meetings and conferences, articulating the views of the Associate Director and the department's stance on employment services.

Qualifications and Education

Specialized Experience: Experience that has equipped the applicant with the specific knowledge, skills, and abilities necessary to perform the duties of the position, typically related to the work of the position to be filled. To be considered, one (1) year of specialized experience must be equivalent to at least the next lower grade level in the normal line of progression.

Additional Information

Work Schedule: Monday – Friday, 8:30 am – 5:00 pm

Operating Status: In-Person reporting, with flexible and limited telework options available based on position eligibility and operational requirements.

Pay Plan, Series, and Grade: MS

Duration of Appointment: Management Supervisory Service "At-Will" - All positions and appointments in the Management Supervisory Service serve at the discretion of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not included under a collective bargaining agreement.

Promotion Potential: No known promotion potential

Residency Requirement: If the position is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, the applicant must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and maintain residency throughout the duration of the appointment.
