General Overview

Engages in advanced personnel management activities. Responsibilities include overseeing and implementing a comprehensive personnel management program. May lead a team of personnel specialists. Operates under minimal supervision, allowing for significant initiative and independent decision-making.

Key Responsibilities

1. Manages the recruitment process and provides recommendations for candidate selection.
2. Oversees the upkeep and analysis of personnel automated systems, files, records, and reports.
3. Advises management or staff on personnel-related issues, clarifying rules, policies, and regulations.
4. Prepares and supervises the creation and maintenance of various personnel documents and reports.
5. Conducts evaluations and generates statistical or narrative reports based on findings.
6. Responsible for submitting job advertisement requests.
7. Ensures the completion and processing of new hire documentation.
8. Updates employment records concerning hiring, transfers, promotions, and terminations.
9. Informs job candidates about job responsibilities, benefits, schedules, working conditions, and advancement opportunities.
10. Coordinates human resources functions.
11. Prepares and maintains various human resources documents and reports.
12. May supervise the work of other personnel specialists.
13. Performs related duties as assigned.

Education and Experience

Graduation from an accredited four (4) year college or university with a major in human resources management, business or public administration, or a related field.

Two (2) years of experience in personnel management.

Two (2) years of related experience may substitute for one (1) year of education.

CERTIFICATES, LICENSES AND REGISTRATION

Must possess a current valid Texas motor vehicle operator's license.

Must be eligible for coverage by the County's insurance provider.

Knowledge, Skills, and Abilities

Understanding of human resources management principles and practices; compensation strategies; job evaluation techniques; and relevant federal, state, and local laws and regulations.

Proficiency in computer software applications.

Skill in conducting interviews.

Ability to assess applicant qualifications, analyze job requirements, prepare and revise job descriptions, explain policies and procedures to staff and the public, train others, and supervise the work of others.
