Job Overview

Command Holdings is seeking a Financial Operations Analyst to assist the Defense Intelligence Agency (DIA) Office of the Chief Financial Officer (CFO) in enhancing financial strategies and processes. This role involves critical assessment and analytical tasks aimed at optimizing financial planning, execution, reporting, and analysis throughout the Planning, Programming, Budgeting, and Execution cycle.

Key Responsibilities

The successful candidate will be responsible for:

  • Reviewing and applying accounting lines, as well as generating Purchase Orders within designated financial systems.
  • Retrieving and assessing documents for fiscal accuracy, providing necessary clarifications or corrections.
  • Conducting data analysis to identify improvements for transaction processing efficiency.
  • Creating, maintaining, and monitoring financial spend plans alongside contract financial information.
  • Investigating and researching outstanding balances.
  • Reconciling and clearing unpaid obligations.
  • Comparing hardcopy accounting records with electronic records to resolve discrepancies.
  • Identifying lessons learned to establish trends and enhance operational effectiveness.
  • Developing and implementing performance metrics.
  • Documenting current processes and ensuring that Standard Operating Procedures (SOPs) are up-to-date, while communicating new procedures to stakeholders.
  • Providing access, training, and support for the Electronic File Cabinet (EFC) system.
Work Environment

The work environment is characterized by moderate noise levels typical of a business office, with the potential for occasional loud noise from equipment.

Physical Requirements

While performing the duties of this position, the employee is expected to:

  • Engage in prolonged periods of sitting and using hands for computer operations.
  • Communicate effectively through speaking and listening.

Travel Requirements

Minimal travel is anticipated, estimated at 0-10%.

Qualifications

Basic Qualifications:

  • Active TS security clearance with the capability to obtain an SCI.
  • Experience in financial analysis and Department of Defense (DOD) accounting.
  • Exceptional communication skills and a client-focused approach.
  • Professional proficiency in English.
  • Proficiency in Microsoft Office applications.
  • Authorization to work in the United States on a full-time basis is required.

Preferred Qualifications:

  • Active TS/SCI with CI Poly security clearance.
  • Bachelor's degree in Finance, Business, Accounting, or Management.
  • Experience in Budget Execution and Accounting Services.
  • Working knowledge of the DIA organization, including its missions and functions.
