Position Overview

Under general supervision, the Finance Operations Manager is accountable for the efficient administration of the Finance Department, encompassing accounting, payments, filings, budgeting, and information systems. The following duties are essential to this role:

Key Responsibilities:
1. Develop, implement, and sustain robust accounting systems and methodologies that ensure precise identification and prompt reporting of operational revenues and expenditures.
2. Direct the formulation and upkeep of financial control systems to guarantee appropriate oversight of revenues and expenditures across all operational tiers.
3. Supervise all accounting functions, including payroll, accounts payable, and accounts receivable.
4. Provide guidance and support to departments in the preparation and monitoring of budgets.
5. Act as a liaison for departments, addressing inquiries regarding transaction processing or budget preparation.
6. Offer advice to departments on the utilization of automated systems to ensure optimal operational efficiency.
7. Maintain accurate financial records and ensure effective billing and collection efforts; generate monthly, quarterly, and annual financial statements and reports as required.
8. Foster vendor relationships and ensure timely payment of invoices.
9. Oversee all banking activities and conduct internal audits and control procedures.
10. Keep department heads informed of significant developments and provide timely recommendations on financial matters.
11. Collaborate with department heads to prepare the annual operating budget.
12. Work alongside the CFO and FP&A in the preparation of the annual operating budget, including the review and analysis of divisional budget requests and establishing overall budget priorities for the organization.
13. Engage in short-term and long-term planning for financial resource requirements, consolidating these plans into actionable recommendations.
14. Conduct special projects and assignments as directed by the CFO.
15. Ensure the maintenance and secure storage of financial records.
16. Oversee audits, including IRS and external audits.
17. Manage the information management system for the organization.
18. Establish goals, objectives, and performance standards; develop and implement operational policies and procedures for the department.
19. Maintain a safe and productive workplace for all stakeholders.

Qualifications:
- Bachelor's degree in business, accounting, or finance, or a recognized professional accounting designation, or equivalent work experience.
- Broad working knowledge of modern computer-based accounting systems and techniques.

Specific Skills:
- Self-motivated with minimal supervision required.
- Ability to manage deadlines effectively.
- Proficient in modern ERP systems, including accounting, payroll, and point-of-sale systems.
- Strong analytical skills with the ability to develop and implement effective financial and administrative systems.
- High proficiency in Microsoft Office, particularly Excel.
- Familiarity with generally accepted accounting principles (GAAP).
- Experience in non-profit accounting, including form 990 preparation and management of restricted funds, is preferred.
- Ability to provide sound financial and administrative policy advice.
- Competence in conducting financial analyses and producing actionable recommendations for program efficiency.
- Strong organizational skills and attention to detail.
- Ability to perform mathematical calculations accurately.
- Excellent communication skills, both written and oral.
- Ability to build professional relationships with other institutions and organizations.
- Strong interpersonal and leadership skills.
- Capacity to make independent decisions following established policies and procedures.
- Ability to collaborate effectively in a team environment.

Working Conditions:
Physical Effort:
Extended periods of sitting at a computer, along with standing, walking, bending, lifting, and reaching.

Risks:
Potential for repetitive strain injuries.

Evening Work:
Availability for weekend and holiday work may be required, as well as some evenings during special events.

Travel:
Opportunities for conference and workshop attendance may be available, with expenses covered if funding permits.

Equipment Used:
Computer and associated equipment, fax machine, credit card machine, copier, two-way radio, and golf cart.
