The City of New York's Department of Environmental Protection (DEP) is dedicated to enhancing the environment and safeguarding public health for all residents by delivering high-quality drinking water, managing wastewater and stormwater, and mitigating air, noise, and hazardous materials pollution. As the largest combined municipal water and wastewater utility in the nation, DEP employs nearly 6,000 individuals and oversees a comprehensive water supply system consisting of 19 reservoirs and 3 controlled lakes across a vast watershed.

The Bureau of Wastewater Treatment (BWT) is tasked with the operation and maintenance of all facilities associated with sewage treatment throughout the city's five boroughs. This encompasses 14 wastewater treatment plants, sludge dewatering facilities, and various collections facilities, including pumping stations and combined sewer overflow retention facilities.

The position is situated within the Collections Support Division of the Project Delivery Directorate and primarily focuses on the planning, coordination, and oversight of multiple assignments and projects that ensure the continuous operation of collections facilities and linear assets.

Job Purpose:

The Project Management Associate, either directly or through a team of project managers, inspectors, and other technical or administrative staff, is responsible for directing and coordinating the oversight of the design and construction of various projects that are low to moderate in size and complexity. These projects are primarily related to wastewater collections facilities, equipment, and linear assets, such as pumping stations and regulators.

Key Responsibilities:

  1. Facilitate seamless communication and coordination with Collections Operations, Agency Bureaus, other City Agencies, and key stakeholders while leading reviews of design and construction documents to ensure adherence to agency standards and objectives.
  2. Assist in managing the Interceptor Improvement Program as directed.
  3. Coordinate multiple assignments of moderate to high technical complexity that could significantly impact agency engineering operations and the city's infrastructure.
  4. Prepare, negotiate, and process new solicitations as well as modifications to existing vendor contracts, ensuring successful project completion.
  5. Provide day-to-day guidance and oversight of subordinate work assignments, fostering employee motivation, approving time and leave, evaluating staff performance, and developing staffing requirements.
  6. Exhibit the necessary technical knowledge and hands-on professionalism to recognize assignment requirements and provide sustained effort from inception to completion.
  7. Manage staff efficiently to ensure adequate project staffing and promote professional growth opportunities.
  8. Report directly to the Section Chief.

Minimum Qualifications:

Applicants must possess one year of full-time satisfactory experience in supervising employees engaged in project management work, such as planning, administering, managing, coordinating, or expediting engineering and/or architectural projects, or supervising a construction project valued at $1,000,000 or more, along with one of the following:

  1. A baccalaureate degree from an accredited institution in engineering, engineering technology, architecture, architectural technology, landscape architecture, business administration, or public administration, plus one year of relevant project management experience.
  2. A four-year high school diploma or its equivalent and five years of relevant experience.
  3. A combination of college education and/or experience equivalent to five years.

Experience primarily of a design nature does not qualify towards meeting the requirements.

In addition to the qualifications for Assignment Level I, candidates must have at least one additional year of supervisory experience or have served as a project manager for a large and/or complex construction project.

Preferred Skills:

  • Proficiency in Microsoft Project, Office, and Excel.
  • Effective oral and written communication skills for both technical and non-technical staff.
  • Project Management Certification and/or training.
