Position Overview:

Role Summary

The City of Roanoke is in search of a Family Support Specialist to join the Childcare division. The ideal candidate will manage a caseload related to child care and deliver essential services that facilitate family engagement in employment, education, and job search initiatives, all while ensuring children receive high-quality, age-appropriate child care. Key responsibilities include: Assessing client needs for child care services, understanding intricate program requirements that differ based on family circumstances, provider type and location, and funding categories. The role also involves maintaining electronic case files, collaborating closely with child care providers to guarantee that services align with family needs. Additionally, this position requires participation in a 24-hour on-call rotation to support Child/Adult Protective Services Hot Line. A Bachelor's degree from an accredited institution in human services or a related field is required, or an equivalent combination of education and experience. A valid driver's permit issued by the Commonwealth of Virginia is also necessary. Bilingual candidates, particularly those fluent in Spanish and English, are encouraged to apply.

Key Responsibilities

PRIMARY DUTIES
Assist and support clients with their personal, social, health, and economic challenges.

ESSENTIAL FUNCTIONS include, but are not limited to:

- Conducting client interviews to evaluate their needs
- Identifying issues, providing counseling, and collaborating with supervisors to develop service plans
- Maintaining comprehensive records throughout the client’s engagement with the agency
- Referring clients to appropriate services, such as clinics, employment resources, and vocational rehabilitation
- Engaging with various agencies, including juvenile and domestic relations courts
- Offering protection and care to vulnerable children and adults in both routine and emergency situations
- Working with families facing abuse or neglect to foster positive changes
- Making critical decisions regarding the safety of children and adults
- Assessing homes for day care, foster care, or adoption placements
- Keeping detailed case records and preparing reports on services and findings
- Representing the agency on multidisciplinary teams
- Participating in a 24-hour on-call rotation

SUPERVISORY ROLE
This position does not involve supervisory responsibilities.

Qualifications

EDUCATION and EXPERIENCE

A minimum of a Bachelor's degree in a Human Services field or a Bachelor's degree in any discipline accompanied by at least two years of relevant experience in Human Services.

LANGUAGE PROFICIENCY
Ability to read and interpret various documents, including laws, policies, and regulations. Effective oral and written communication skills are essential, as is the ability to present information and respond to inquiries from diverse groups.

REASONING SKILLS
Ability to identify problems, gather data, establish facts, and draw valid conclusions. Capability to interpret various instructions and manage multiple variables.

CERTIFICATIONS AND LICENSES
A valid driver's permit issued by the Commonwealth of Virginia is required. If you do not possess a Virginia Driver's License, a certified copy of your driving record from your previous state of residence must be submitted with your application.

PHYSICAL REQUIREMENTS

While performing the duties of this position, the employee is regularly required to use hands for tasks such as handling or feeling; reach with hands and arms; and communicate verbally. The employee may occasionally need to stand or walk and may lift, carry, push, or pull light objects weighing up to 30 pounds. Specific vision abilities required include the ability to adjust focus.

Must be willing to work outside standard hours and respond to both routine and emergency situations.
